Regarding the Inspection and Quarantine Requirements for the Breeding Pig from Ireland

In accordance with the relevant laws and regulations of China and the provisions of the General Administration of Customs of the People's Republic of China and the Ministry of Agriculture, Food and Maritime of the Republic of Ireland on the quarantine and health conditions of breeding pigs imported from China from Ireland, from the date of this announcement, Irish breeding pigs that meet the following quarantine and health conditions are allowed to be imported:

 

1. Basis for inspection and quarantine

(1) The Biosafety Law of the People's Republic of China;

(2) The Entry-Exit Animal and Plant Quarantine Law of the People's Republic of China and the Regulations for its implementation;

(3) Protocol between the General Administration of Customs of the People's Republic of China and the Ministry of Agriculture, Food and Maritime of the Republic of Ireland on Quarantine and Sanitary Conditions of Breeding Pigs imported from Ireland from China.

 

2. Requirements for quarantine examination and approval

The Ministry of Agriculture, Food and Maritime Affairs of the Republic of Ireland (hereinafter referred to as Ireland), after confirming that the General Administration of Customs of the People's Republic of China (hereinafter referred to as the China) has issued the "People's Republic of China Entry Animal and Plant Quarantine Permit", shall conduct inspection and quarantine on imported breeding pigs. Each "People's Republic of China Entry Animal and Plant Quarantine Permit" only allows the import of 1 batch of breeding pigs.

 

3. Irish animal health requirements

(1) Ireland confirms that it is free of swine brucellosis, African swine fever, classical swine fever, foot-and-mouth disease, swine blister disease and swine Testion disease, and has not been vaccinated against these diseases.

(2) When the above animal epidemics occur in Ireland, Ireland shall inform all stakeholders and immediately stop the export of breeding pigs to China.

 

4. Animal health requirements for breeding pig farms imported to China

(1) Farms where breeding pigs are imported to China are effectively supervised by Irish official veterinarians.

(2) Farms that import breeding pigs to China meet the requirements of biosafety construction.

(3) No swine brucellosis, swine pseudorabies, swine atrophic rhinitis, swine transmissible pleuropneumonia, swine transmissible gastroenteritis and tuberculosis have occurred in the farms importing breeding pigs to China in the past three years.

(4) No porcine reproductive and respiratory syndrome has occurred in the farms of breeding pigs imported to China in the past three years after clinical examination, serological and virological detection.

 

5. Requirements for disease detection on breeding pig farms imported to China

5.1 The breeding pigs imported to China shall undergo clinical examination and laboratory testing for the following animal diseases on the farm, the clinical examination results shall be healthy, and the laboratory test results shall be negative.

(1) Porcine dysentery: fecal swab pathogen culture or PCR detection of fecal swab pathogen.

(2) Swine brucellosis: competitive enzyme-linked immunosorbent assay (ELISA).

(3) Porcine pseudorabies: 1:4 diluted serum neutralization test or ELISA.

(4) Transmissible gastroenteritis of pigs: neutralization test of 1:8 diluted serum. When the neutralization test was positive, transmissible gastroenteritis virus and porcine respiratory coronavirus were identified by ELISA.

(5) Porcine infectious pleuropneumonia: ELISA, or complement binding test with 1:10 diluted serum (types 2 and 8).

(6) Porcine reproductive and respiratory syndrome: ELISA, or 1:20 diluted serum indirect immunofluorescent antibody test, or immunoperoxidase monolayer cell test.

5.2 The breeding pigs tested positive for the above animal epidemics should be eliminated in time, and the breeding pigs with negative test results can enter the isolation farm. If the total disease positive rate of pigs imported to China in the same farm exceeds 10%, the whole group of pigs shall not enter the quarantine farm.

 

6. Quarantine requirements for imported breeding pigs

(1) Breeding pigs shall be quarantined in an approved quarantine farm for at least 30 days before being exported to China, and shall not have contact with non-imported animals.

(2) During the quarantine period, clinical examination shall be carried out on the imported Chinese breeding pigs one by one; At least 14 days after entering the quarantine field, animal disease detection shall be carried out in accordance with the above article 5 "Requirements for Disease Detection of breeding pig Farms exported to China"; Breeding pigs with negative results can be exported to China.

(3) Under the supervision of the official approved veterinarian of Ireland, use the effective drugs approved by Ireland to deworm the imported Chinese breeding pigs under quarantine in vivo and extraneous parasites.

(4) Under the supervision of an officially recognized veterinarian in Ireland, the imported Chinese breeding pigs under quarantine should be vaccinated with the leptospirosis vaccine approved by Ireland; The imported breeding pigs under quarantine can be inoculated with the vaccines of porcine parvovirus, porcine erysipelas and porcine circovirus type 2 approved by the China. Vaccines other than those mentioned above shall not be injected without the consent of the China.

 

7. Pre-export quarantine requirements

Within 24 hours before export, clinical inspection of imported breeding pigs must be carried out. The results of the clinical examination must be healthy, free of symptoms of infectious disease and signs of trauma, and suitable for transport.

 

8. Disinfection, packaging and transportation requirements

(1) Containers, ships, vehicles or aircraft carrying imported Chinese breeding pigs shall be clean, hygienic and disinfected with effective disinfectants approved by the Ireland.

(2) The feed and bedding used during quarantine and during transportation shall meet veterinary health requirements.

(3) During the quarantine period, when the breeding pigs exported to China are transported from the quarantine farm to the exit port and on their way to China, they shall not pass through areas with serious infectious diseases related to pigs, nor shall they come into contact with animals of different consignee or consignor. The imported breeding pigs shall be installed and shipped within 24 hours after arriving at the departure airport.

(4) Imported breeding pigs shall arrive at the port of entry of China within a specified time according to the route specified in the Permit for Entry of Animals and Plants Quarantine of the People's Republic of China. When the aircraft carrying breeding pigs is flying to China, it may stop over in a third country, provided that the stopover time in the third country shall not exceed 24 hours, and during the stopover, the breeding pigs shall not be discharged from the aircraft, and other animals, feed and water shall not be carried on the aircraft.

 

9. Quarantine certificate requirements

If it passes the quarantine inspection, the animal health certificate shall be issued by the Ireland in accordance with the certificate samples confirmed by both parties.
