Non-edible animal products

Range of non-edible animal products
Refers to animal by-products and their derivatives and processed products that are not directly intended for human or animal consumption, such as animal skins, hairs, fibers, bones, hooves, horns, oils, gelatin, specimens, handicrafts, offal, animal-derived fertilizers, silkworm products, bee products, aquatic products, milk products, etc. that are not directly intended for human or animal consumption.

According to statistics, the specific products that overseas enterprises have registered with the GACC:
Animal skins, washed down feathers, heat-treated antler deer bones, poultry-derived fertilizers, industrial bovine fat, heat-treated beef bones, processed donkey skins, industrial cattle pancreas, deer skin, deer bones, pork bones, degummed antlers for processing, wool, heat-treated horn skins, sheepskins, silkworm cocoons, fertilizers of animal origin, lanolin, washed wool cashmere, oxtail hair, raw cowhide, rabbit skin, non-edible fish by-products for processing (e.g. fins, swim bladders, fish tails, fish scales, dried fish scales, fish skin, fish gelatin, fish compost, etc.)
 (Note: A wider range of specific products can be registered, the above is only due to the implementation of the registration due to trade)
According to the risk level of imported non-edible animal products and the list of inspection and quarantine supervision measures, preference is given to high- and medium-risk non-edible animal products, mainly involving:

Raw skin (fresh, dry, salt-wet, salted, salt-dried skin, excluding amphibians and reptiles); amphibian and reptile hides; Untanned animal skins processed by gray skin (at least 2 hours in an environment with a pH value of not less than 14), acid soaked skin (at least 1 hour in an environment with a pH value of not higher than 2) and other equivalent methods; tanned animal skins (in areas where related animal diseases are endemic); raw hair, raw down, unwashed feathers and down, unprocessed animal bristles, tails; Wash wool, down, wash down and feathers, wash horse and cow (bristle) tail hair, boiled bristles, wool shed; bones, hooves and horns of unprocessed or primary processed hoofed animals, rodents and birds; Hippopotamus teeth and other animal raw teeth, defatted (treated at least 30 minutes at least 80 °C) animal (excluding amphibians and reptiles) bones, hooves, horns; bones, shells, horns, scales, bone oil of amphibians and reptiles; Unprocessed animal (excluding amphibians and reptiles) adipose tissue and its cold-pressed oils, non-BSE risk can be ignored in high-temperature refining ruminant fats in countries or regions; Lanolin; Animal fats refined at high temperatures (not less than 80°C for at least 30 minutes) (except for high-temperature refinant fats in countries or regions where the risk of non-BSE is negligible), amphibian and reptile fats; Unprocessed silkworm cocoons, silkworm pupae, chipping cocoons, long spitting, stagnant heads; unprocessed hives, beeswax, propolis; Unprocessed or primary processed aquatic products and aquatic animal by-products such as shrimp shells, crab shells, and mussel shells; unprocessed or primary processed animal offal, tissues and digestive juices; Animal-derived fertilizers, non-BSE risk can ignore cattle and sheep-derived bone glue in countries or regions;

The above products, according to the list of countries or regions and product types of non-edible animal products that have been quarantined and approved, different countries have different products that have been approved, and different products have different registration requirements, which are manifested in the following three situations:

a. No registration required, meaning that the product does not require registration in that country.

b. Gradual completion of registration, which means that the product is an existing trade product and can still be imported normally before the registration of overseas production and processing enterprises is completed.

c. Import from registered enterprises is allowed, and overseas enterprises must carry out registration, otherwise they are not allowed to export to China.

 

Preconditions for overseas enterprises to register: Non-edible animal products have been approved for entry, please refer to the List of Countries or Regions and Product Types of Non-Edible Animal Products that Have Been Quarantined and Approved.

Registration Process:

(1) Recommendation

Enterprises engaged in the overseas production, processing and storage of animal products subject to registration management shall be recommended to the General Administration of Customs after passing the examination by the competent authorities of the exporting country or region.

(2) Review

The General Administration of Customs shall review the recommended materials and, if necessary, after consultation with the competent authorities of the exporting country or region, send experts to the exporting country or region to inspect and evaluate the enterprises applying for registration.

(3) Registration

Overseas production, processing and storage enterprises in countries or regions that meet the requirements shall be registered after passing the inspection. Overseas production, processing and storage enterprises in countries or regions that do not meet the requirements shall not be registered.

 

Information that the General Administration of Customs may verify or exempt from verification on a case-by-case basis:

a. Relevant laws, regulations and standards in the exporting country or region on animal epidemic prevention and control, veterinary health management, veterinary drug residue control, and production enterprise registration management

b. The establishment of competent authorities, laboratory testing systems, and management and technical personnel allocation of the exporting country or region

c. Assessment of the inspection and quarantine and veterinary health control of the recommended enterprises by the competent authorities of the exporting country or region

d. Production, processing, storage of enterprise information (enterprise name, address, official approval number), registered product information (product name, main raw materials, use, etc.), official certificate that the company's products are allowed to be sold freely in the exporting country or region

 

Key points of the assessment of the regulatory system of the exporting country:

According to the risk level of imported non-edible animal products and the list of inspection and quarantine supervision measures, if the regulatory system of the exporting country or region is required to be assessed, the overseas competent official, the embassy in China (depending on the situation), the General Administration of Customs, and overseas production and processing enterprises jointly promote, giving examples of the questionnaire and the general content of the assessment when the country of equine animal skin and wool is accessed:

Application for designated production, processing and storage enterprise

According to the risk level of imported non-edible animal products and the list of inspection and quarantine supervision measures, enterprises that are limited to the storage and processing of imported non-edible animal products with Level I risks must submit a designation application to the local customs directly under the local customs.

Risk Class I non-edible animal products:

Raw hides and skins (fresh, dried, salted, salted, salt-dried skins, excluding amphibians and reptiles); raw hair, raw down, unwashed feathers and down, unprocessed animal bristles and tails; unprocessed or primary Processed bones, hooves and horns of ungulates, rodents and birds; unprocessed animal (excluding amphibians and reptiles) fatty tissue and cold-pressed oils, non-BSE risk countries or regions High-temperature refining of ruminant fats and oils; unprocessed silkworm cocoons, silkworm chrysalises, cut cocoons, long spits and stagnant heads; unprocessed or primary processed animal viscera, tissues and digestive juices.

 

Basic veterinary health requirements for enterprises storing and processing imported non-edible animal products

A. Site selection and environmental requirements

1. The location and layout of the enterprise's production and processing facilities shall comply with animal health and epidemic prevention requirements. Enterprises that produce, process, and store inbound and outbound non-edible animal products with level I quarantine risk in the "Risk Levels and Quarantine Supervision Methods for Entry and Exit Non-Edible Animal Products" should also meet the following requirements: The location of the enterprise should be far away from animal farms, veterinary stations, and slaughterhouses. and water sources, etc., and no livestock or poultry are raised within a radius of 1 km from the factory area or reservoir area.

2. The enterprise should have walls, a reasonable layout of the factory area, and separate processing and storage areas from living areas. The processing and storage area is laid out in one direction according to product entry, raw material storage, deep processing and other technological processes.

3. The factory environment should be kept clean and tidy, items should be stacked neatly, and there should be a dedicated garbage storage place and debris storage area.

4. The road surface in the factory area should be hardened, and the walls and floors of processing workshops and warehouses should not seep or accumulate water, and should be easy to clean and disinfect.

B. Requirements for epidemic prevention and disinfection facilities and equipment

5. Enterprises that produce, process, and store entry and exit non-edible animal products with level I quarantine risk in the "Risk Levels and Quarantine Supervision Methods of Entry and Exit Non-Edible Animal Products": At the entrance of the processing and storage area, personnel and vehicle passages should be separated; vehicle entry and exit The passage must be equipped with a disinfection pool with the same width as the door, a length of not less than 4 meters, and a depth of not less than 0.2 meters, or other equivalent facilities; the passage for personnel entry and exit should be equipped with a disinfection pool with the same width as the door and a length of not less than 2 meters. (pad). Staff and vehicles can enter and exit through this area, and unrelated personnel and vehicles are not allowed to enter or exit at will.

6. The entrance and exit of the raw material warehouse and the entrance of the processing workshop should be equipped with a disinfection pool (mat) with the same width as the door and a length of not less than 2 meters.

7. The raw material warehouse should be equipped with a changing room, equipped with lockers, disinfection and sterilization devices, hand washing and disinfection facilities, and locked storage cabinets for epidemic prevention and disinfection drugs and equipment that are suitable for the number of epidemic prevention and disinfection personnel. Daily clothes and work clothes should be placed in separate cabinets.

8. The processing and storage area should be equipped with changing rooms, washrooms and bathrooms. The locker room should be equipped with disinfection and sterilization devices, lockers suitable for the number of staff, and daily clothing and work clothes should be placed in separate cabinets; the bathroom should be equipped with hand-washing and disinfection facilities, protective supplies, and cleaning and disinfection equipment.

9. Workers who come into contact with raw materials should be equipped with necessary protective equipment such as work clothes, work shoes, hats, gloves, masks, etc., and have corresponding cleaning and disinfection facilities.

10. Equip with epidemic prevention and disinfection equipment and epidemic prevention and disinfection drugs that are suitable for the category of animal products processed and stored, and the processing and storage capacity, and store them in a special storage place under the custody of a designated person.

11. Equip necessary emergency response facilities and materials for emergencies.

12. There must be facilities for the harmless treatment of imported non-edible animal product packaging or bedding materials, scraps and waste generated during processing.

13. Storage warehouses and processing workshops have fire prevention, theft prevention, bird prevention, insect prevention, and rodent control facilities.

14. Have processing equipment suitable for its processing capacity, and have processing techniques and facilities that meet veterinary health and epidemic prevention requirements after quarantine review, and can reduce the risk of disease transmission to an acceptable level after processing.

15. Have a dedicated storage warehouse, and the storage capacity should be compatible with the production and processing capacity. The warehouse should have a temperature maintenance system suitable for product storage requirements, and a cold storage should be built when necessary.

16. Set up an epidemic prevention knowledge publicity board at a prominent location in the factory.

C. Rules, regulations and measures

17. Establish a veterinary health and epidemic prevention leading group headed by the main person in charge of the unit, clarify responsibilities, and formulate relevant management systems.

18. Establish an epidemic prevention and treatment system, including the names and concentrations of drugs used for epidemic prevention treatment of imported fur packaging, bedding materials, scraps, and waste generated during processing, responsible and operating positions or personnel, and treatment operating procedures, etc.

19. Establish a registration and processing registration system for entry and exit of non-edible animal products.

20. Establish a quarantine drug management system, including procurement, storage, use, recycling, etc.

21. Establish a personnel management system, including personnel registration, personnel protection, employee training and physical examination, etc.

22. Develop a detailed emergency response plan for the epidemic.

23. There are safety and security systems in place such as fire prevention, theft prevention, bird prevention, insect prevention, and rodent control.

D. Daily management and related records

24. Flow records of imported non-edible animal products, including entry and exit records, processing records, and leftovers flow records, etc.

25. Records of epidemic prevention treatment of non-edible animal products and vehicles, including records of epidemic prevention treatment of non-edible animal products and vehicles when entering, records of epidemic prevention treatment when entering the warehouse, etc.

26. Records of epidemic prevention treatment of non-edible animal product packaging, bedding materials, scraps and waste generated during processing, and daily epidemic prevention treatment records of the site.

27. Drug use and management records, including purchase, storage, use, recycling and other records.

28. Employee physical examination and training records.

29. There are records of the implementation of fire prevention, theft prevention, bird prevention, insect prevention, rodent control and other measures.

Application for Entry Animal and Plant Quarantine License

Apply for quarantine approval procedures in accordance with the requirements of the "Measures for the Administration of Quarantine Approval of Entry Animals and Plants", "Measures for the Inspection and Quarantine Supervision and Administration of Entry and Exit Non-edible Animal Products" and "List of Risk Levels and Inspection and Quarantine Supervision Measures for Entry Non-edible Animal Products" The importer should be an entity with independent legal personality and directly sign trade contracts or agreements with foreign countries. For imported Class I and Class II risk non-edible animal products, importers need to obtain an "Entry Animal and Plant Quarantine Permit" before signing a trade contract. Quarantine approval procedures for Level I risk non-edible animal products must be handled at the customs where the designated processing plant is located (which can be a subordinate customs authorized by the customs directly under the Customs). Quarantine approval procedures for Level II risk non-edible animal products must be handled at the customs office at the port of entry.

 

Risk Class I non-edible animal products:

Application conditions:

(1) The unit applying for quarantine approval procedures shall be a unit with independent legal personality and directly sign trade contracts or agreements with foreign countries;

(2) There are no relevant animal epidemics in the exporting and passing countries or regions;

(3) Comply with the provisions of the "Entry and Exit Animal and Plant Quarantine Law of the People's Republic of China" and its implementation regulations, and the "Entry Animal and Plant Quarantine Approval Management Measures";

(4) Comply with the bilateral quarantine agreement signed between China and the exporting country or region (including quarantine agreement, protocol, memorandum, etc.);

(5) Exporting countries of feed and feed additives, non-edible animal products, live animals, meat and its products, eggs, bird's nests, dairy products, edible bone and hoof horns and their products, animal-derived Chinese medicinal materials, and aquatic products (Regions) and production enterprises should be on the relevant inspection and quarantine access list announced by the General Administration of Customs;

 

Application materials:

Level I and II risk non-edible animal products must provide certification materials for the processing and storage units (if the applicant unit is inconsistent with the production, processing, and storage unit, the production, processing, and storage contract signed by the applicant unit and the designated enterprise must be provided)

 

Process:

(1) The applicant unit shall log in to the Customs administrative approval online platform (website: http://pre.chinaport.gov.cn/car) and submit materials to the Customs. The customs will issue an acceptance slip or a notice of non-acceptance to the applicant.

(2) After accepting the application, conduct a comprehensive review in accordance with legal conditions and procedures, and make a decision to grant or deny permission within 20 working days from the date of acceptance of the application.

(3) If a licensing decision is made in accordance with the law, the "People's Republic of China Entry Animal and Plant Quarantine Approval License" will be issued; or a decision not to grant a license will be made in accordance with the law.

The "Entry Animal and Plant Quarantine Approval Permit" is valid for one year.
