Regarding the Inspection and Quarantine Requirements for Grape Seed Meals and Sunflower Seed Meals from Moldova to China

According to relevant Chinese laws and regulations and the "Protocol on Sanitary and Phytosanitary Requirements for the Export of Moldovan Grape Seed Meal and Sunflower Seed Meal to China between the General Administration of Customs of the People's Republic of China and the Moldova National Food Safety Agency", from now on, the import of Moldovan grape seed meal and sunflower seed meal that meet the following relevant requirements is allowed:

 

I. Inspection and quarantine basis

(1) "Biosafety Law of the People's Republic of China";

(2) "Law of the People's Republic of China on Entry and Exit Animal and Plant Quarantine" and its implementing regulations;

(3) "Measures for the Supervision and Administration of Inspection and Quarantine of Imported and Exported Feed and Feed Additives";

(4) "Protocol on Sanitary and Phytosanitary Requirements for the Export of Moldovan Grape Seed Meal and Sunflower Seed Meal to China between the General Administration of Customs of the People's Republic of China and the Moldova National Food Safety Agency".

 

II. Names of commodities allowed for entry

The grape seed meal and sunflower seed meal in this announcement refer to the by-products of grape seeds and sunflower seeds grown in Moldova after oil is separated by processes such as pressing and extraction.

 

III. Enterprise registration

The grape seed meal and sunflower seed meal exported to China should come from processing enterprises approved by the Moldova National Food Safety Agency. Processing enterprises are recommended by the Moldova National Food Safety Agency to the Chinese Customs, and are registered after inspection or review by the Chinese Customs, and are published and dynamically updated on the Chinese Customs website.

 

IV. Pests of concern

(I) Grape seed meal exported to China must not carry the following pests:

1. Trogoderma granarium

2. Verticillium dahliae

(II) Sunflower seed meal exported to China must not carry the following pests:

1. Trogoderma granarium

2. Ambrosia spp.

3. Orobanche spp.

4. Verticillium dahliae

5. Verticillium albo-atrum

 

V. Pre-shipment requirements

(I) Production requirements

1. Processing enterprises should establish a good Hazard Analysis and Critical Control Point (HACCP) system and traceability management system and operate them effectively, or implement management in accordance with their concepts.

2. Processing enterprises should strengthen the sanitary control of raw materials, production and processing, warehousing, transportation and other links to avoid contamination by soil, animal carcasses, animal feces and feathers, and shall not add toxic and harmful substances and any animal-derived ingredients.

3. Grape seed meal and sunflower seed meal exported to China should be stored separately from raw materials and other products, and effective measures should be taken to prevent rats, insects and birds in the storage places to prevent contamination.

4. The Moldova National Food Safety Agency should strengthen official control over processing enterprises, implement daily supervision, and confirm the safety and hygiene of their products.

(II) Packaging and transportation requirements.

1. The packaging used for grape seed meal and sunflower seed meal exported to China should be clean and hygienic, and the transportation vehicles should be thoroughly cleaned and disinfected when necessary.

2. Each hold of a container or bulk ship loaded with grape seed meal and sunflower seed meal shall have at least one packaging mark indicating the name of the processing enterprise, registration number, and "Grape seed meals or sunflower seed meals exported from the Republic of Moldova to the People's Republic of China" and "Grape seed meals or sunflower seed meals exported from the Republic of Moldova to the People's Republic of China". The product labels of grape seed meal and sunflower seed meal exported to China shall comply with the requirements of the Chinese national standard "Feed Label" (GB10648).

(III) Pre-export inspection and quarantine and certificate requirements.

1. Grape seed meal and sunflower seed meal that have passed inspection and quarantine are allowed to be exported to China.

2. Each batch of grape seed meal and sunflower seed meal exported to China shall be accompanied by a phytosanitary certificate issued by the Moldovan State Food Safety Agency in accordance with the requirements of the International Standard for Phytosanitary Measures No. 12 "Guidelines for Phytosanitary Certificates". The additional statement of the phytosanitary certificate shall state "The consignment complies with the requirements of the Protocol of sanitary and phytosanitary requirements for the export of grape seed meals and sunflower seed meals from the Republic of Moldova to the People's Republic of China and is free from quarantine pests of China's concern", and shall also indicate the name and registration number of the processing enterprise, the container number or the name of the ship (for bulk shipping) and other information. If the pest control treatment is carried out before export or during transportation, the pest control treatment method and treatment indicators and other information shall be indicated in the certificate.

 

VI. Entry inspection and quarantine

(I) Certificate verification.

1. Verify whether it comes from a registered enterprise;

2. Verify whether the phytosanitary certificate is authentic and valid.

(II) Cargo inspection.

In accordance with relevant laws, administrative regulations, rules and other provisions, combined with Articles 4 and 5 of this Announcement, the entry of grape seed meal and sunflower seed meal shall be subject to inspection and quarantine, and entry shall be allowed after passing the inspection.

(III) Handling of non-compliance

1. If there is no valid plant quarantine certificate, it shall be returned or destroyed;

2. If it comes from an unregistered processing enterprise, it shall be returned or destroyed;

3. If living quarantine pests or other living pests are found, it shall be treated, returned or destroyed;

4. If soil or genetically modified ingredients not approved by the Chinese government are found, it shall be returned or destroyed;

5. If it is found that it does not meet the requirements of Article 5, paragraph (2), item 2, it shall be corrected, returned or destroyed;

6. If it is found that it does not meet the requirements of China's entry animal and plant quarantine requirements or does not meet the relevant safety and hygiene standards of China's feed, it will be handled in accordance with relevant laws and regulations.

If the above non-compliance is found, the Chinese Customs will notify the Moldova National Food Safety Agency and take measures such as suspending the relevant enterprises' qualifications to import into China according to the severity.
