Regarding the Inspection and Quarantine Requirements for Export of Plant-derived Medicinal Materials from Pakistan to China
In accordance with the regulations of the Chinese Customs and the Ministry of Food Security and Research of Pakistan regarding plant quarantine requirements for the import of botanical Chinese medicinal materials into China, effective immediately, the import of Pakistani botanical Chinese medicinal materials that meet the following requirements is permitted.
I. Quarantine Basis
(1) "Biosafety Law of the People's Republic of China";
(2) "Law of the People's Republic of China on Import and Export Animal and Plant Quarantine" and its Implementing Regulations;
(3) "Measures for the Supervision and Administration of Quarantine of Import and Export Chinese Medicinal Materials";
(4) "Protocol between the Chinese Customs and the Ministry of Food Security and Research of Pakistan on Plant Quarantine Requirements for the Import of Pakistani Botanical Chinese Medicinal Materials into China".
II. Names of Goods Allowed for Import
Botanical Chinese medicinal materials refer to products derived from 29 medicinal plants, including wild or cultivated water lilies in Pakistan (see the attached document for details).
III. Enterprise Registration
Entities producing, processing, and packaging Chinese medicinal materials for export to China must be reviewed by the Ministry of Food Security and Research of Pakistan and registered with the Chinese Customs. Registration information should include name, address, and registration number to facilitate accurate traceability in the event that exported goods fail to comply with the relevant provisions of this announcement. Before trade commences, the Pakistan Department of Food Security and Research (DFSR) shall provide the registered list to China Customs, which will be published on its official website after review and approval by China Customs.
IV. List of Quarantine Pests of Concern to China Customs
DFSR shall ensure that Chinese medicinal materials exported to China are free of quarantine pests of concern to China Customs. The list of quarantine pests is attached.
V. Pre-Export Management
(I) Integrated Pest Management
1. Under the supervision and guidance of DFSR, companies exporting Chinese medicinal materials to China shall implement systematic and comprehensive pest control measures, including disease surveillance, integrated prevention and control, and post-harvest handling, and maintain relevant records.
2. Pest monitoring and control shall be conducted under the guidance of professional technicians, who shall receive training from DFSR or its authorized agencies.
3. If quarantine pests of concern to China Customs are detected during monitoring, companies shall promptly implement appropriate control measures to ensure that Chinese medicinal materials exported to China are free of quarantine pests of concern to China Customs.
(II) Processing and Packaging Requirements
1. Chinese medicinal materials exported to China must be cleaned of soil and impurities and dried.
2. Packaging materials must be clean, hygienic, and unused, complying with China's plant quarantine requirements. If wooden packaging is used, it must comply with the requirements of International Standard for Phytosanitary Measures No. 15 (ISPM 15).
3. Each package must be labeled in Chinese or English with traceability information such as the product name, country, origin (province, city, or region), planting base, and packaging factory name or its registration number. Each package and pallet must be labeled "输往中华人民共和国" or "Exported to the People's Republic of China" in Chinese or English.
4. Transport vehicles or containers must be inspected for sanitary conditions during loading. Transport vehicles or containers must be sealed and the seals must remain intact upon arrival at the Chinese port of entry.
(III) Pre-export Inspection and Quarantine.
Chinese medicinal materials exported to China are subject to inspection and quarantine supervision by the Pakistani Ministry of Food Security and Research. Export to China is permitted after confirmation that they meet the requirements of this announcement.
If quarantine pests, soil, or plant residues of concern to Chinese Customs are detected, the entire shipment may not be exported to China. The Ministry of Food Security and Research (MFSR) shall immediately suspend the export of Chinese medicinal materials from the company to China until the cause is identified and effective corrective measures are implemented. Meanwhile, relevant records shall be preserved and provided to Chinese Customs upon request.
(IV) Phytosanitary Certificate Requirements.
For Chinese medicinal materials exported to China that have passed quarantine inspection, the MFSR shall issue a phytosanitary certificate in accordance with International Standard for Phytosanitary Measures (ISPM 12), indicating the company's name or registration number. The additional declaration on the phytosanitary certificate shall include "This consignment complies with the requirements specified in the Protocol of Phytosanitary Requirements for Export of Plant-derived Medicinal Materials from Pakistan to China, and is free from quarantine pests of concern to China."
Before trade commences, the MFSR shall provide a sample phytosanitary certificate to Chinese Customs for verification and record-keeping. If there are any changes to the content or format of the sample certificate, the MFSR shall file it with Chinese Customs at least one month before it takes effect.
VI. Entry Quarantine and Handling of Unqualified Products
Upon arrival of imported Chinese medicinal materials at the port of entry, Chinese Customs will conduct quarantine inspections in accordance with the following requirements:
(I) Verification of Relevant Certificates and Labels.
1. Verify that the plant quarantine certificate complies with the provisions of Article 5, paragraph 4.
2. Verify that the packaging complies with the provisions of Article 5, paragraph 2.
3. Verify that the goods and the documents match.
(II) Entry Quarantine.
In accordance with relevant laws, administrative regulations, and rules, and in conjunction with Articles 4 and 5 of this Announcement, quarantine inspections will be conducted on imported Chinese medicinal materials. Those that pass the inspection will be allowed entry.
(III) Handling of Unqualified Products.
1. If the products are found to be from unregistered enterprises, the shipment will not be allowed entry.
2. If the products are found to be without a valid plant quarantine certificate, the shipment will be returned or destroyed.
3. If quarantine pests of concern to Chinese Customs (see attachment) or other live quarantine pests, or soil or plant debris, are found, the shipment will be returned, destroyed, or subjected to pest control.
4. If any other violations of relevant Chinese laws and regulations are found, they will be handled in accordance with relevant regulations.
