Regarding the Inspection and Quarantine Requirements for Soybean Meal and Rapeseed Meal from Uruguay to China

According to the regulations of China Customs and the Ministry of Livestock, Agriculture and Fisheries of Uruguay on the sanitary and phytosanitary requirements for the export of soybean meal and rapeseed meal from Uruguay to China, the import of soybean meal and rapeseed meal from Uruguay that meet the following requirements is allowed from now on:

 

I. Inspection and quarantine basis

(I) "Law of the People's Republic of China on Biosafety";

(II) "Law of the People's Republic of China on Entry and Exit Animal and Plant Quarantine" and its implementing regulations;

(III) "Measures for the Supervision and Administration of Inspection and Quarantine of Imported and Exported Feeds and Feed Additives";

(IV) "Protocol on the Sanitary and Phytosanitary Requirements for the Export of Soybean Meal and Rapeseed Meal from Uruguay to China between China Customs and the Ministry of Livestock, Agriculture and Fisheries of Uruguay".

 

II. Names of commodities allowed to enter the country

The soybean meal and rapeseed meal in this announcement refer to the by-products of soybeans and rapeseed grown in Uruguay after being pressed and extracted to separate oils and fats.

 

III. Enterprise registration

The soybean meal and rapeseed meal exported to China should come from processing enterprises approved by the Ministry of Livestock, Agriculture and Fisheries of Uruguay. Processing enterprises are recommended by the Ministry of Livestock, Agriculture and Fisheries of Uruguay to the Chinese Customs, and are registered and published on the customs website after inspection or review by the Chinese Customs.

 

IV. Pests of concern

(I) Soybean meal exported to China shall not carry the following pests:

1. Ambrosia artemisiifolia

2. Cenchrus echinatus

3. Sorghum halepense

4. Cenchrus spinifex

5. Cenchrus tribuloides

(II) Rapeseed meal exported to China shall not carry the following pests:

1. Ambrosia artemisiifolia

2. Cenchrus echinatus

3. Sorghum halepense

4. Lolium temulentum

 

V. Pre-shipment requirements

(I) Production requirements.

1. Processing enterprises should establish a good Hazard Analysis and Critical Control Point (HACCP) system and traceability management system and operate them effectively, or implement management in accordance with their concepts.

2. Processing enterprises should strengthen the sanitary control of raw materials, processing, storage, transportation and other links to prevent soybean meal and rapeseed meal from being contaminated by soil, animal carcasses, animal feces and feathers, and shall not add toxic and harmful substances and any animal-derived ingredients.

3. Soybean meal and rapeseed meal exported to China should be stored separately from raw materials and other products, and effective measures should be taken to prevent rats, insects and birds from being stored in storage places to prevent secondary contamination by harmful organisms.

4. The Ministry of Livestock, Agriculture and Fisheries of Uruguay should strengthen official control over processing enterprises, implement daily supervision, and confirm the safety and sanitation of their products.

(II) Packaging and transportation requirements.

1. The packaging used for soybean meal and rapeseed meal exported to China should be clean and hygienic, and the transportation vehicles should be thoroughly cleaned and disinfected when necessary.

2. There should be at least one packaging label in the container (including other closed transport vehicles) loaded with soybean meal and rapeseed meal for export to China, indicating the name of the processing enterprise, registration number and "输往中华人民共和国/Exported to the People's Republic of China" in Chinese or English. The product label of soybean meal and rapeseed meal for export to China shall comply with the requirements of the Chinese national standard "Feed Label" (GB 10648).

(III) Pre-export inspection and quarantine and certificate requirements.

1. Soybean meal and rapeseed meal that have passed inspection and quarantine are allowed to be exported to China.

2. Each batch of soybean meal and rapeseed meal exported to China shall be accompanied by a phytosanitary certificate issued by the Ministry of Livestock, Agriculture and Fisheries of Uruguay in accordance with the requirements of the International Standard for Phytosanitary Measures No. 12 "Guidelines for Phytosanitary Certificates". "The consignment complies with the requirements of the Protocol of sanitary and phytosanitary requirements for the export of the soybean meal and rapeseed meal from Oriental Republic of Uruguay to the People's Republic of China and is free from quarantine pests of China's concern" shall be indicated in the additional statement of the phytosanitary certificate. At the same time, the name and registration number of the manufacturer, container (carriage) number and other information shall be indicated. If the goods are treated with pest control before export or during transportation, the pest control method and treatment indicators and other information should be indicated in the certificate.

 

VI. Entry Inspection and Quarantine

(I) Certificate Verification.

1. Verify whether it comes from a registered enterprise;

2. Verify whether the plant quarantine certificate is authentic and valid.

(II) Cargo Inspection.

In accordance with relevant laws, administrative regulations, rules and regulations, and in combination with Articles 4 and 5 of this Announcement, entry soybean meal and rapeseed meal shall be subject to inspection and quarantine, and entry shall be allowed after passing the inspection.

 

VII. Handling of non-compliance

1. If there is no valid plant quarantine certificate, return or destroy;

2. If it is found to be from an unregistered enterprise, return or destroy;

3. If living quarantine pests or other living pests are found, pest control, return or destroy;

4. If soil or genetically modified ingredients not approved by the Chinese government are found, return or destroy;

5. If animal feces, animal carcasses, poultry feathers, plant seeds or non-compliance with China's feed safety and sanitation standards are found, they will be harmless, returned or destroyed;

6. If it is found that it does not meet the requirements of Article 5, paragraph (2), item 2, make corrections, return or destroy;

7. If it is found that soybeans and rapeseed from non-Uruguayan origin are used as processing raw materials, return or destroy;

8. If other non-compliance with China's entry animal and plant quarantine requirements or non-compliance with China's feed safety and sanitation standards is found, it will be handled in accordance with relevant laws and regulations.

If the above non-compliance is found, China Customs will notify the Uruguayan Ministry of Livestock, Agriculture and Fisheries and take measures such as suspending the export qualifications of relevant enterprises to China according to the severity.
