Plant-derived Fertilizer

• Plant-derived fertilizers refer to organic substances derived from plants, applied to soil, leaves, or other planting substrates to provide, maintain, and improve nutrition for plant growth. These include organic fertilizers and bio-organic fertilizers, and contain:

(1) Ashes from burning plants, etc.;

(2) Plant-derived fertilizers made from crop straw, waste feed, humus, or by-products of planting processes such as bran, rice husks, rapeseed cake, soybean cake, peanut cake, sesame cake, sunflower cake, cottonseed cake, tea seed cake, forestry and grassland waste, as well as natural substances such as peat and peat, and processed by steam treatment, heat treatment, chemical treatment, microbial fermentation, or a combination of the above processing techniques.

(3) Microbial organic fertilizer

 

• Registration of overseas production, processing, and storage units :

Enterprises producing, processing, and storing plant-derived fertilizers must register with the plant quarantine authorities of their respective countries or regions and be recommended to the General Administration of Customs. The recommendation information must include the enterprise name and the registration number and address of the competent authority of the country or region, the product name and ingredients, the production and processing technology and technical indicators, the epidemic prevention and control measures, and the packaging label (in Chinese and English).

 

• Product requirements:

1. According to the "Regulations on Fertilizer Registration Management," imported fertilizers must be registered with the Ministry of Agriculture and Rural Affairs of China and obtain a registration certificate before they can be imported and sold. The registration certificate is one of the important bases for customs clearance. Samples of imported plant-derived fertilizers used for fertilizer registration can be exempted from the registration requirements for production, processing, and storage enterprises, provided they have relevant supporting documents. The product packaging and phytosanitary certificate do not need to indicate their registration number in China.

2. Plant-derived fertilizers exported to China should comply with relevant Chinese laws, regulations and standards, and should not contain harmful organisms, prohibited items or other biosafety risk substances, animal excrement or other animal-derived components, and all materials should be incapable of reproduction.

3. Fertilizer product packaging should include labels, instructions, and a product quality inspection certificate. Labels and instructions should be in Chinese and meet the following requirements:

(1) Indicate the product name, manufacturer's name and address;

(2) Indicate the fertilizer registration certificate number, product standard number, name and content of active ingredients, net weight, production date and quality guarantee period;

(3) Indicate the applicable crops, applicable areas, usage methods and precautions for the product;

(4) The product name and recommended applicable crops and regions should be consistent with the registration and approval;

• Packaging, storage and transportation requirements:

Packaging materials should be used for the first time and be clean. Products must be sealed in packaging and clearly labeled with relevant information. Storage areas should be relatively independent, clean, and hygienic. Transportation vehicles should be clean and hygienic, and packaging must not be disassembled or replaced. If wooden packaging is used, it must meet relevant standards.

• Overseas quarantine requirements before export:

The plant quarantine authorities of the exporting country or region shall conduct quarantine before export to China, issue a plant quarantine certificate if the requirements are met, and indicate the relevant information in the supplementary declaration.

• Requirements for quarantine approval of imported animals and plants:

Importing entities or their agents should complete quarantine approval procedures and obtain import quarantine permits for plants and animals before signing trade contracts or agreements for imported plant-derived fertilizers.

• Import declaration requirements:

The domestic consignee or its agent shall declare to the customs in accordance with the law, fill in "fertilizer" in the "purpose" column of the customs declaration form, and provide trade contract, bill of lading, invoice, official phytosanitary certificate of the exporting country or region, certificate of origin, import fertilizer registration certificate , etc.

• Import quarantine and handling of non-compliant items:

Customs will verify the documents and inspect the goods. If any items are found to be non-compliant, such as lack of a valid quarantine certificate or the discovery of prohibited items, they will be returned or destroyed.

 

• Approval of Imported Fertilizer Registration Certificates by the Ministry of Agriculture and Rural Affairs of China (MARA)

Foreign fertilizer manufacturers can apply directly, or through their offices in China or their authorized agents in China.

• Basic materials:

1. Fertilizer Registration Application Form.

2. Business Supporting Documents. Applicants should submit a business registration certificate issued by the government of their country (region), a production and sales certificate approved by the fertilizer management agency, and product labels. For foreign fertilizer manufacturers, the registration certificate, production and sales certificate, and product labels must also be authenticated or have an additional certificate ( Apostille ) affixed by the Embassy (or Consulate) of the People's Republic of China in the country (region) where the company is located. Applicants from overseas and Hong Kong, Macau, and Taiwan also need to submit an agency agreement.

3. Production Enterprise Assessment Form. Applicants from overseas countries and Hong Kong, Macao, and Taiwan should submit relevant materials such as pictures of their enterprise's production and quality testing equipment and facilities (including testing instruments).

4. Product safety information.

5. Product effectiveness data.

6. Product label style.

7. Basic information about the company and its products.

8. Production process data. This includes raw material composition, process flow, main equipment configuration, and production control measures.

9. Fertilizer samples.

10. Letter of Commitment.

For those exempt from registration, relevant supporting documents should be provided.

• Approval Result

If the application is approved, a fertilizer registration certificate (electronic certificate) will be issued; if the application is not approved, the applicant will be notified and the reasons will be explained.

 

• Do imported fertilizers need to be registered?

Yes, according to the "Regulations on Fertilizer Registration Management", imported fertilizers must obtain a fertilizer registration certificate issued by the Ministry of Agriculture and Rural Affairs before they can be sold and used in China.

• My fertilizer registration certificate has expired. Can I still apply for a new one?

If a fertilizer registration certificate expires without a renewal application, the original registration certificate will automatically become invalid and cannot be renewed. A new fertilizer registration application must be submitted.

• fertilizer registration certificate be amended within its validity period?

If a registered fertilizer product changes its scope of use, product name, or company name during the registration validity period, it should apply for a change of registration; if its ingredients or formulation change, it should reapply for registration.

• How to process a change of production address for a company ?

A change of production address does not constitute a change of registration; a new fertilizer registration application must be submitted. Valid application materials can be used during the registration process, but samples must be re-taken.
