Regarding the Inspection and Quarantine Requirements for the Quinoa of Colombia

According to the relevant laws and regulations and the General Administration of Customs of the People's Republic of China and the Regulations of the Ministry of Agriculture and Rural Development of the Republic of Columbia, the Agriculture and Animal Agency, and Food and Drug Administration on the requirements of Columbia quinoa and Chinese plant quarantine. Quinoa imported:

 

1. Inspection and quarantine basis

(1) "The Law of the People's Republic of China";

(2) The "Law of the People's Republic of China in and out of the country" and the implementation regulations;

(3) "Food Safety Law of the People's Republic of China" and implementation regulations;

(4) "Measures for the Supervision and Management of Grain Inspection and Quarantine of Entry and Exit";

(5) The "General Administration of Customs of the People's Republic of China and the Ministry of Agriculture and Rural Development of the Republic of Columbia, Agriculture and Animal Husbandry Agency, and Food and Drug Administration on the List of Columbia Quinoa Plant Quarantine Requirements".

 

2. Allow the name of entering the country

5. Before transportation requirements

(1) Registration requirements.

Quinoa processing enterprises should establish a harmful biological comprehensive prevention and control system and food safety management system. The Food and Drug Administration of the Republic of Columbia (hereinafter referred to as INVIMA) should be reviewed by the transmission of Chinese quinoa processing enterprises to recommend enterprises that meet the requirements to the requirements of the General Administration of Customs of the People's Republic of China (hereinafter referred to as China). INVIMA recommends that the information of the company needs to include the name of the processing enterprise, the unique identification code, address, contact information, etc.

China will conduct audits on Invima with enterprises, and perform video inspections or field inspections if necessary. China will announce the list of registered companies on the official website.

(2) Production requirements.

1. In accordance with the regulations of the Republic of Columbia's Agriculture and Animal Husbandry Department (hereinafter referred to as ICA), the place of origin must implement good agricultural specifications (GAP), and submitted harmful biological monitoring reports and pesticide use reports at the request of China.

2. ICA should ensure that Chinese quinoa comes from the origin of good agricultural specifications (GAP) to ensure that the origin meets the plant quarantine requirements of China and ICA.

(3) Storage and transportation requirements.

1. The transit Chinese quinoa is transported in the form of packaging, and the new material packaging that meets China is used. Each packaging should be marked with the words "This product to the People's Republic of China" and the product name, origin, processing enterprise and its registration number, and the name and address of the exporter. Direct -selling pre -packaged quinoa packaging and labels must comply with the relevant management regulations of China's pre -packaged food packaging and labels.

2. The session of Chinese quinoa storage, transportation, exports and processing shall meet the relevant quarantine and safety and health requirements of China and ICA to prevent pollution from harmful creatures, pathogenic microorganisms or toxic and harmful substances.

3. The transmission of Chinese quinoa transportation should meet the requirements of sanitary epidemic prevention, and a thorough inspection should be performed before shipping to prevent harmful creatures from mixing.

(4) Product requirements.

The transmission of Chinese quinoa meets the requirements of Chinese plant quarantine laws and regulations and national standards for food safety. It does not bring the quarantine -harmful creatures that China is concerned about. Impurities.

(5) Quarantine and certificate requirements before export.

Before export, ICA responded to quinoa for inspection and quarantine. 6. Entry inspection and quarantine

(1) Certificate of verification.

1. Check whether the plant quarantine certificate is true and effective;

2. Check whether it comes from registered processing companies.

(2) Cargo inspection and supervision.

In accordance with relevant laws, administrative regulations, rules, etc., inspection and quarantine is implemented on the entry and quinoa. Those who pass the inspection and quarantine are allowed to enter the country.

(3) Do not meet the situation.

1. No effective plant quarantine certificate, refund or destruction;

2. Discovering harmful creatures or other living harmful creatures who have effective treatment methods are used as a method of removing harm; if there is no effective treatment method, it will be returned or destroyed;

3. If it is discovered that it does not meet the national standards of Chinese food safety, it will be returned or destroyed;

4. Find impurities such as soil, plant residues and gravel, and do harmless treatment, return or destruction in accordance with relevant laws and regulations;

It is found that the above -mentioned violations, China will notify ICA and Invima, and take measures to suspend relevant enterprises exports in accordance with the degree of violations of the regulations, and even suspend measures such as Columbia quinoa to lose China.

 

7. Retrospective censorship

China will conduct further risk assessment based on the occurrence of the colored harmful creatures and the discovery of the ports of the colored quinoa, and conduct reviewing the implementation of this announcement.
