Announcement on imported Nepal's plant -derived Chinese medicinal material and plant quarantine requirements

According to the requirements of the relevant laws and regulations of my country and the General Administration of Customs of the People's Republic of China and the Development Department of Nepal Agriculture and Animal Husbandry, the requirements of the Nepalese plant -derived traditional Chinese pharmaceutical transmission of Chinese plant quarantine, that is, the Nepal plant -derived Chinese medicinal materials that meet the relevant requirements of the following requirements are allowed import.

 

1. Quarantine basis

 

(1) "The Law of the People's Republic of China";

 

(2) The "Law of the People's Republic of China in and out of the country" and the implementation regulations;

 

(3) "Food Safety Law of the People's Republic of China" and implementation regulations;

 

(4) "Measures for the Supervision and Management of Chinese Medicine Materials in and out of China";

 

(5) The "General Administration of Customs of the People's Republic of China and the Nepal Agricultural and Animal Husbandry Development Department of Nepal's Plant -Democratic Traditional Chinese Pharmaceutical Inspection and Plant Quarantine Requirements".

 

2. Allow the name of entering the country

 

The plant -based Chinese medicinal materials (hereinafter referred to as Chinese medicinal materials) in this announcement refer to 15 medicinal plant products including wild or planting in Nepal (see attachment for details).

 

3. Enterprise registration

 

The production, processing and storage enterprise (hereinafter referred to as the enterprise) of the Chinese medicinal materials (hereinafter referred to as the enterprise) shall be reviewed and recorded by the Nepalese Agricultural and Animal Husbandry Development Department (hereinafter referred to as the Nigeria), and is approved by the General Administration of Customs of the People's Republic of China (hereinafter referred to as China). The registration information should include the name, address and registration number so that the exported goods can accurately trace the source when not in compliance with the relevant regulations. Before the start of the trade, the Nie party should provide a list of registrations to the Chinese side, and it should be announced on the official website in a timely manner after being approved by the Chinese side. Companies that have not been registered in China may not export Chinese medicinal materials to China.

 

Fourth, the list of harmful biological lists of quarantine

 

Nigeria should ensure that the Chinese medicinal materials have not taken the quarantine harmful creature that Chinese medicines are not concerned about.

 

5. Management before export

 

(1) Production and processing requirements.

 

  1. Under the supervision and guidance of Nigeria, the Chinese medicinal materials enterprises in China should take comprehensive measures to control diseases and insect pests, including epidemic monitoring, comprehensive prevention and control, and post -harvest treatment, etc., and save relevant records.

 

  2. Harmful biological monitoring and prevention should be completed under the guidance of professional and technical personnel. Technicians should receive training from the Nigerian or its authorized agency.

 

3. Once the quarantine harmful creatures are found in monitoring, the enterprise should take corresponding prevention measures in time to ensure that the Chinese medicinal materials have not brought the quarantine -harmful creatures that Chinese medicines are not concerned about.

 

4. The Chinese pharmacies should be removed and dried in the soil and impurities.

 

(2) Packaging requirements.

 

  1. The packaging materials should be clean and unused, which meets the requirements of China's relevant plant quarantine.

 

  2. Each packaging should be labeled in Chinese or English product names, countries, origin (provinces, cities or regions), corporate names or registered numbers, etc., and marked in Chinese or English "to the People's Republic of China" or " Exported to the People's Republic of China ".

 

3. If you use wooden packaging, it shall meet the requirements of the international plant quarantine measures No. 15 (ISPM 15).

 

4. The transportation tool or container should check whether there are good hygiene conditions during shipping. The transportation or container should be applied to a seal, and its sealing should be intact when arriving in the port of China.

 

(3) Inspection and quarantine and certificate requirements before export.

 

  1. The Chinese pharmaceutical materials were inspected and quarantine supervision by the Nigerian side before leaving the country. After confirming that it meets the requirements of this announcement, it is allowed to export to China.

 

  2. If it is found that the quarantine is harmful of the quarantine, soil, or plant residue, the entire batch of goods shall not be exported to China. The side should immediately suspend the relevant Chinese medicine materials to China, until the reason is found and takes effective improvement measures. At the same time, the relevant records are stored and should be provided to the Chinese side.

 

3. In qualified Chinese medicinal materials, the prescription should issue a plant quarantine certificate in accordance with international plant quarantine measures No. 12 (ISPM 12), indicating information such as corporate names or registration numbers. The additional statement of the plant quarantine certificate shall indicate: "This consignment complies with the requirements spiecified in the protocol of phytosanitations for export of Plant-Derived Medi. Cinal Materials from Nepal to China, and is free from quarantine pests of concess to China. "( This batch of goods meets the requirements of Nepal's plant -based traditional Chinese herbal pharmaceuticals to transit the Chinese pharmaceutical material.

 

6. Entry quarantine and unqualified treatment

 

When the Chinese medicinal materials in China arrived at the port of China, the Chinese Customs implemented quarantine in accordance with the following requirements.

 

(1) Certificate and logo verification.

 

  1. Check whether the plant quarantine certificate meets the provisions of Article 5 (3) of this announcement.

 

  2. Check whether the identification on the packaging complies with the provisions of Article 5 (2) of this announcement.

 

(2) Cargo inspection.

 

According to the relevant laws, administrative regulations, and rules, and combined with the relevant requirements of this announcement, the introduction of the import of Chinese medicinal materials and the qualifications of the quarantine will be allowed to enter the country.

 

(3) Unqualified processing.

 

  1. If you find an enterprise from unregistered, the batch of goods will not be allowed to enter the country.

 

  2. If no valid plant quarantine certificate is found, the batch of goods will be returned or destroyed.

 

3. If the quarantine -harmful organisms or other quarantine -harmful creatures are found by China, or soil, plant disability, etc., the batch of goods will be returned, destroyed or removed.

 

4. If other unqualified situations are found, it is treated in accordance with relevant Chinese laws and regulations.

 

5. If the above -mentioned unqualified situation is found, the China will promptly notify the Nigerian side and suspend the import of Chinese medicinal materials in related enterprises as depending on the situation. The Niger should find out the reasons for unqualified and rectify to prevent similar situations from happening again. China will decide whether to cancel the suspension measures based on the results of the rectification of the Niger.
