Regarding the Inspection and Quarantine Requirements for Export of Medicinal Dried Deer Antler from Russia to China
According to the regulations of the Chinese Customs and the Russian Federal Service for Veterinary and Phytosanitary Surveillance on the quarantine and sanitary requirements for medicinal dried deer antler, effective immediately, the import of Russian medicinal dried deer antler meeting the following requirements is permitted.
I. Inspection and Quarantine Basis
(1) The Biosafety Law of the People's Republic of China;
(2) The Law of the People's Republic of China on Entry and Exit Animal and Plant Quarantine and its implementing regulations;
(3) The Measures for the Supervision and Administration of Quarantine of Imported and Exported Traditional Chinese Medicine Materials;
(4) The Protocol between the General Administration of Customs of the People's Republic of China and the Russian Federal Service for Veterinary and Phytosanitary Surveillance on Quarantine and Sanitary Requirements for the Export of Russian Medicinal Dried Deer Antler to China.
II. Scope of Imported Products
Medicinal dried deer antler refers to deer antler that has been freshly harvested, dried, and heat-treated, and used as a raw material for traditional Chinese medicine.
III. Requirements for Production Enterprises
(I) Deer antler production enterprises (including those involved in harvesting, processing, packaging, and storage) have established a comprehensive product traceability system to ensure that products can be traced back to the farms or animal herds from which the antlers originated.
(II) The Russian Veterinary and Phytosanitary Service supervises the production and processing of deer antlers to ensure that production enterprises comply with the requirements of the Protocol.
(III) Deer antler production enterprises should be recommended to Chinese Customs by the Russian Veterinary and Phytosanitary Service. Enterprises that pass the review and registration by Chinese Customs are permitted to export deer antlers to China. Enterprises not registered with Chinese Customs are prohibited from exporting deer antlers to China.
IV. Requirements for Imported Products
(I) Requirements for Deer Donors for Deer Antler Export to China
1. Born and raised on farms officially registered in Russia;
2. Marked in accordance with Russian laws and regulations, traceable to the farm of origin;
3. Subject to inspection according to the annual monitoring plan and veterinary disease prevention measures;
4. From foot-and-mouth disease-free zones recognized by Chinese Customs;
5. The farm has not experienced foot-and-mouth disease, chronic wasting disease in deer, or anthrax within 12 months prior to antler harvesting, nor has it been subject to quarantine or circulation restrictions due to animal diseases;
6. The farm has not fed deer feed containing ruminant components (excluding milk and dairy products);
7. The breed complies with the relevant provisions of the *Pharmacopoeia of the People's Republic of China*.
(II) Requirements for Deer Antler Harvesting for Export to China.
1. Harvesting must be conducted at enterprises approved by the Russian Veterinary and Phytosanitary Service, and the harvesting environment and storage conditions must meet the relevant sanitary requirements of both countries;
2. Before harvesting, the deer from which the antlers are sourced must undergo a clinical examination by an official veterinarian of the Russian Veterinary and Phytosanitary Service to confirm their health;
3. The antler harvesting process must comply with Russian veterinary laws and regulations.
V. Production and Processing Requirements
(I) Processing shall be carried out by deer antler production enterprises registered with Chinese Customs, and the processing procedures shall comply with the laws and regulations of both parties;
(II) After harvesting, the deer antlers shall be treated with boiling water at 100ºC for at least 10 minutes, followed by heat drying for at least 30 minutes, ensuring that the internal temperature of the deer antlers is not lower than 80ºC;
(III) The dried deer antlers shall be stored in a dedicated warehouse to prevent contamination.
VI. Packaging, Storage, and Transportation Requirements
(I) Deer antlers must be packaged using brand new (unused), non-toxic, and safe materials;
(II) A cargo label shall be affixed to the packaging, indicating the product name, weight, storage conditions, production date, and relevant information such as the name, address, and registration number of the production enterprise in Chinese, Russian, and English;
(III) The packaging, storage, and transportation processes shall comply with the relevant health requirements of both countries; deer antlers exported to China shall be stored separately from products not exported to China after packaging.
VII. Pre-export Inspection and Certificate Requirements
The Russian Veterinary and Phytosanitary Service ensures that deer antlers exported to China comply with the relevant provisions of the Protocol and issues veterinary health certificates.
VIII. Import Inspection and Quarantine Requirements
(I) Document Verification
1. Verify whether the product originates from a registered enterprise;
2. Verify whether an "Import Permit for Animals and Plants" has been obtained;
3. Verify the authenticity and validity of the health certificate.
(II) Cargo Inspection
Chinese Customs will conduct inspection and quarantine on deer antlers exported to China in accordance with relevant laws, administrative regulations, rules, and the requirements of this announcement. Those that pass inspection and quarantine are permitted entry.
(III) Handling of Non-compliance
If non-compliance is found during import inspection and quarantine, Chinese Customs will handle the matter in accordance with relevant laws, administrative regulations, rules, and the Protocol. For deer antler production enterprises with serious problems or repeated non-compliance issues, Chinese Customs may take measures such as strengthening inspection and quarantine or prohibiting imports.
IX. Other Requirements
Deer antlers exported to China must also comply with the relevant provisions and requirements of laws and regulations such as the "Administrative Measures for Imported Medicinal Materials".
