Regarding the Inspection and Quarantine Requirements for Cowhide from Bolivia to China
According to relevant Chinese laws and regulations and the "Protocol on Quarantine and Sanitary Requirements for the Export of Bolivian Raw Cattle Hides to China between the Customs of the People's Republic of China and the Bolivian Agricultural Health and Food Safety Bureau", Bolivian cattle hides that meet relevant requirements are allowed to be imported.
I. Inspection and Quarantine Basis
(I) "Biosafety Law of the People's Republic of China";
(II) "Law of the People's Republic of China on Entry and Exit Animal and Plant Quarantine" and its Implementing Regulations;
(III) "Measures for the Supervision and Administration of Entry and Exit Inspection and Quarantine of Non-Food Animal Products";
(IV) "Protocol on Quarantine and Sanitary Requirements for the Export of Bolivian Raw Cattle Hides to China between the Customs of the People's Republic of China and the National Agricultural Health and Food Safety Bureau of Bolivia".
II. Scope of Imported Products
The cattle hides in this announcement refer to raw cattle hides, including dried, salt-dried and salt-wet cattle hides.
III. Requirements for Production and Processing Enterprises
Bolivian cattle hide production and processing enterprises should be registered with the Chinese Customs and subject to daily supervision by the Bolivian Agricultural Health and Food Safety Bureau.
IV. Requirements for imported products
(I) Health requirements for product origin.
1. According to the relevant regulations of the World Organization for Animal Health (WOAH), there is no foot-and-mouth disease in Bolivia. If the above diseases occur in Bolivia, the Bolivian Agricultural Health and Food Safety Bureau shall immediately stop exporting cowhide to China and promptly inform the Chinese Customs of the relevant situation.
2. Within 6 months before the processing of cowhide, there was no anthrax, brucellosis, bovine nodular dermatosis and other animal infectious diseases and parasitic diseases that can be transmitted through cowhide in the breeding farms, slaughterhouses, processing plants of the source animals and within a radius of 50 kilometers around the above places.
(II) Requirements for animal sources of products.
1. Healthy animals born and raised in Bolivia and under the animal disease monitoring of the Bolivian Agricultural Health and Food Safety Bureau.
2. No movement restrictions due to the occurrence of foot-and-mouth disease, anthrax, brucellosis, bovine nodular dermatosis and other animal infectious diseases that can be transmitted through cowhide and endanger human and animal health. 3. The cowhide must be inspected by an official veterinarian or an approved veterinarian before and after slaughter, and there must be no clinical symptoms of animal infectious diseases.
(III) Processing requirements.
1. Salted with sea salt containing 2% sodium carbonate for at least 14 days.
2. Or processed in accordance with other processing methods approved by the Chinese Customs.
The processing technology should be listed in the veterinary health certificate.
V. Packaging requirements
(I) The cowhide exported to China must not contain animal tissue, blood, feces, soil and other debris and harmful weeds and weed seeds, and must be packaged in a clean and tidy manner.
(II) Before use, the container should be disinfected with an effective disinfectant under the supervision of the Bolivian Agricultural Health and Food Safety Bureau.
(III) The bottom of the container should be treated with anti-seepage treatment, or plastic sheeting and other materials should be laid for anti-seepage.
(IV) The cowhide should be stacked in the container and wrapped with clean, anti-seepage packaging materials.
(V) The Bolivian Agricultural Health and Food Safety Bureau is responsible for or supervises the application of anti-counterfeiting seals or labels to containers.
VI. Storage and transportation requirements
(I) Necessary measures should be taken during the processing, storage and transportation of cowhide to prevent cross contamination and the breeding of maggots.
(II) If cowhide is processed by salt wet method, it needs to be naturally dried for at least 7 days after processing to avoid the generation of bloody sewage during transportation.
VII. Pre-export inspection and certificate requirements
The Bolivian Agricultural Health and Food Safety Bureau is responsible for the inspection and quarantine of Bolivian cowhide exported to China, and issues veterinary health certificates to prove that it meets the requirements of the relevant protocols.
VIII. Entry inspection and quarantine requirements
(I) Certificate verification.
1. Verify whether it comes from a registered enterprise.
2. Verify whether the health certificate is authentic and valid.
(II) Cargo inspection.
According to relevant laws, administrative regulations, rules and regulations, and in combination with the requirements of this announcement, China Customs will implement inspection and quarantine on cowhide imported from Bolivia to China. Those that pass the inspection and quarantine will be allowed to enter the country.
(III) Handling of unqualified products. Unqualified products will be returned, destroyed or otherwise handled in accordance with Chinese laws and regulations. For production enterprises that have serious problems or have repeatedly encountered unqualified problems, China Customs may take measures to strengthen inspection and quarantine or suspend imports.
