Regarding the Inspection and Quarantine Requirements for Export of Mung Beans from Russia to China

According to the regulations of China Customs and the Russian Veterinary and Phytosanitary Service on the phytosanitary requirements for mung beans exported to China, from now on, the import of Russian mung beans that meet the following relevant requirements is allowed:

I. Inspection and quarantine basis

(1) The Biosecurity Law of the People's Republic of China;

(2) The Law of the People's Republic of China on the Inspection of Animals and Plants Entering and Exiting the Territory and its implementing regulations;

(3) The Food Safety Law of the People's Republic of China and its implementing regulations;

(4) "Measures of the People's Republic of China for the Administration of Food Safety in Import and Export";

(5) Protocol between the General Administration of Customs of the People's Republic of China and the Federal Service for Veterinary and Phytosanitary Supervision of the Russian Federation on Phytosanitary Requirements for the Export of Russian Mung Bean to China.

II. Import of commodity names is allowed

Mung beans (Vigna radiata) refer to non-seed mung bean seeds grown and processed in the Russian Federation and exported to China for food or food processing.

III. Permitted place of origin

Throughout the territory of the Russian Federation.

IV. Enterprise registration

The Russian Veterinary and Phytosanitary Service recommends enterprises that meet the requirements to the Chinese Customs, and registers them after being inspected or reviewed by the Chinese Customs, and the China Customs will publish the list of relevant enterprises on the website and update them dynamically.

V. Quarantine pests of concern to China Customs

Mung beans exported to China shall not carry the following quarantine pests:

1. Callosobruchus maculatus

2. Callosobruchus phaseoli

3. Tomato spotted wilt virus

4. Curtobacterium flaccumfaciens pv. flaccumfaciens

5. Pseudomonas savastanoi pv.phaseolicola

6. Didymella pinodella

7. Verticillium dahliae

VI. Pre-shipment requirements

1. Production requirements.

(1) The Russian Veterinary and Phytosanitary Service shall monitor quarantine pests of concern to China Customs in the planting and storage areas in accordance with the requirements of the International Plant Protection Convention and the International Standards for Phytosanitary Measures, and submit monitoring reports according to the requirements of Chinese Customs.

(2) The Russian Veterinary and Phytosanitary Service shall supervise the planting, harvesting, processing, storage, transportation and export of mung beans to ensure that they have a complete traceability system. The Russian Veterinary and Phytosanitary Service should urge enterprises to strictly screen and remove impurities from mung beans exported to China to ensure that they do not contain deformities, broken grains, diseased grains, insects, mites, mollusks, soil, weed seeds and other plant residues.

(3) When the Russian Veterinary and Phytosanitary Service discovers a new quarantine pest of concern to China Customs on mung beans, it should promptly notify the Chinese Customs and take effective prevention and control measures.

2. Packaging and transportation requirements.

Mung beans exported to China should be transported in packaging, and the packaging used should be new, clean and breathable materials. Each package should be clearly marked with the word "本产品输往中华人民共和国/This product is for export to the People's Republic of China" in Chinese and English, as well as the product name, origin and name of the production, processing, storage enterprise and its registration number in China. The packaging and labeling of prepackaged mung beans sold directly must comply with the Chinese regulations on the management of packaging and labeling of prepackaged food (GB 7718). The above content should be pasted on the packaging in the form of a label.

3. Product requirements.

Mung beans exported to China should comply with the requirements of China's imported phytosanitary and food safety laws and regulations, and do not carry foreign substances such as quarantine pests, soil, live insects, weed seeds, other grains or plant residues, and grit that are of concern to China Customs.

4. Pre-export inspection and quarantine and certificate requirements.

Before exporting, the Russian Veterinary and Phytosanitary Service shall implement phytosanitary supervision and quality and safety monitoring of mung beans exported to China, issue phytosanitary certificates for mung beans that meet the requirements, and indicate "This lot of mung beans complies with the requirements of the Protocol between the General Administration of Customs of the People's Republic of China and the Federal Service for Veterinary and Phytosanitary Surveillance (the Russian Federation) on the phytosanitary requirements for mung beans exported from the Russian Federation to the People's Republic of China, and this lot does not contain pests of quarantine importance to the People's Republic of China" in the additional declaration column, and also indicate the name of the production, processing and storage enterprise of the batch of goods and its registration number in China, as well as the container number and other means of transportation number. Goods found with live insects should be quarantined before export, and the phytosanitary certificate should indicate the treatment method, time, temperature and agent.

VII. Entry inspection and quarantine

1. Verification of certificates.

(1) Check whether it is from a registered enterprise.

(2) Verify whether the phytosanitary certificate is true and valid.

2. Cargo inspection.

In accordance with relevant laws, administrative regulations, rules, and other provisions, combined with Articles 5 and 6 of this announcement, mung beans exported to China will be inspected and quarantined, and will be allowed to enter the country after qualification.

3. Unqualified treatment.

(1) If there is no valid phytosanitary certificate, it shall be returned or destroyed.

(2) If it comes from an unregistered enterprise, it will be returned or destroyed.

(3) If live quarantine pests or other live pests are found and there are effective treatment methods, they shall be treated with pest control; if there is no effective disposal method, it shall be returned or destroyed.

(4) If other laws and regulations that do not meet the requirements of China's imported animal and plant quarantine and food safety laws, regulations and standards shall be dealt with in accordance with relevant regulations.

If the above non-compliance is found, China Customs will notify the Russian Veterinary and Phytosanitary Service, and take measures such as suspending the qualifications of relevant enterprises to export to China according to the severity until the Russian Veterinary and Phytosanitary Service takes effective improvement measures.
