Regarding the Quarantine and Sanitary Requirements for Export of Bovine Hides and Sheepskins from Jordan
According to the quarantine and hygiene requirements of Chinese Customs and the Jordanian Ministry of Agriculture regarding the export of bovine hide and sheepskin (hereinafter referred to as bovine and sheepskin) to China, imports of Jordanian bovine hide and sheepskin that meet the following requirements are permitted effective immediately.
I. Basis for Inspection and Quarantine
(1) Biosafety Law of the People's Republic of China;
(2) The Law of the People's Republic of China on Entry and Exit Animal and Plant Quarantine and its implementing regulations;
(3) "Measures for the Supervision and Administration of Inspection and Quarantine of Non-Edible Animal Products Entering and Leaving the Country";
(4) "Protocol of the General Administration of Customs of the People's Republic of China and the Ministry of Agriculture of the Hashemite Kingdom of Jordan on Quarantine and Sanitary Requirements for Exporting Jordanian Bovine hide and Sheepskin to China" (hereinafter referred to as the "Protocol").
II. Scope of imported products
Bovine hide and sheepskin refers to hides produced by Australian bovine hide and sheep after being slaughtered by registered companies in Jordan, in accordance with the quarantine requirements of the Protocol.
III. Requirements for Manufacturing Enterprises
Enterprises producing and processing Jordanian beef and sheep hides (hereinafter referred to as production enterprises) must be approved by the Jordanian Ministry of Agriculture and recommended by the Ministry of Agriculture to Chinese customs. Those that pass the assessment by Chinese customs shall be registered. Production enterprises must meet the following requirements:
(1) The environment should be clean and hygienic, with reasonable layouts for raw material storage, production processing, and finished product storage. The site should be flat and hardened, walls should not accumulate water, and the area should be easy to clean and disinfect;
(2) Have facilities and equipment necessary for production, processing, and reserve, with effective measures to prevent insect vectors and rodents;
(3) Establish a comprehensive traceability system that includes records of raw material incoming, processing, storage, and outbound;
(4) Have standardized production and processing operation procedures or guidelines; production, processing, and storage processes must meet veterinary hygiene standards, and must not be processed or stored mixed with other animal products;
(5) Approved and routinely supervised by the Jordanian Ministry of Agriculture, continuously complying with the Protocol and relevant veterinary hygiene requirements of the Ministry of Agriculture.
The validity period for manufacturing enterprise registration is 5 years. Six months before the expiration date, the Ministry of Agriculture of Jordan must apply to China Customs for an extension of registration, which will promptly process the extension in accordance with relevant regulations.
IV. Requirements for imported products
(1) Hygiene requirements related to the source of raw materials and animals.
1. Born or raised in Australia, legally imported from Australia, with an animal health certificate issued by the Australian official animal quarantine authority;
2. Within a 50-kilometer radius of the Jordanian entry quarantine site, slaughterhouse, bovine hide and sheepskin processing plant, and the surrounding area centered on these sites, no animal anthrax or bovine hide tuberous skin disease have occurred within the past six months;
3. Animals that have passed quarantine at quarantine facilities approved by the Jordanian Ministry of Agriculture and are healthy under animal disease monitoring by the Ministry of Agriculture;
4. No movement restrictions due to outbreaks of foot-and-mouth disease, anthrax, or other diseases that can be transmitted through bovine hide or sheep skin that harm human or animal health;
5. Pre-slaughter examination by an official veterinarian or accredited veterinarian of the Jordanian Ministry of Agriculture, with no clinical symptoms of animal infectious diseases.
(2) Hygiene requirements for raw material sources in animal slaughterhouses.
1. The site layout is reasonable, with good environmental sanitation conditions, facilities and equipment that meet pre-slaughter and post-slaughter quarantine and bovine hide and sheep skin storage requirements, and effective measures to prevent pest vectors and rodents;
2. Possess standardized animal slaughter and bovine hide and sheep skin processing procedures or guidelines, not slaughtered on the same assembly line as other animals, and the slaughter process complies with the relevant animal welfare regulations of the World Organisation for Animal Health (WOAH);
3. Establish a comprehensive traceability system including records of animal entry and slaughter, storage and shipment of bovine hide and sheep hides;
4. Approved and routinely supervised by the Jordanian Ministry of Agriculture, continuously compliant with the Protocol and relevant veterinary hygiene requirements of the Ministry of Agriculture.
(3) Production and processing requirements.
Bovine hide and sheep hides exported to China should be treated in the following ways:
1. Dry at 20°C or above for at least 42 days, or
2. Marinate with sea salt containing 2% sodium carbonate for at least 7 days, or
3. Salt wetting or salt drying treatment for at least 14 days.
V. Packaging and container requirements
(1) Before use, containers should be disinfected with effective disinfectants under the supervision of the Jordanian Ministry of Agriculture;
(2) The bottom of the container should be treated for seepage prevention, or plastic sheet or other materials should be laid to prevent seepage control;
(3) Bovine hide and sheep hides should be stacked and placed in containers and wrapped with clean, leak-proof packaging materials;
(4) The Ministry of Agriculture of Jordan is responsible for or supervising the installation of anti-counterfeit lead seals or markings on containers.
VI. Storage and transportation requirements
(1) Take necessary measures during product storage and transportation to prevent cross-contamination and the breeding of fly maggots;
(2) If bovine hide or sheep leather is treated using the salt-wetting method, it must be naturally air-dried for at least 7 days after treatment to avoid bloody wastewater during transportation.
VII. Pre-export inspection and certificate requirements
(1) The Ministry of Agriculture of Jordan is responsible for conducting inspection and quarantine on Chinese bovine hide and sheep hides exported from Jordan, issuing health certificates proving that the products meet the requirements of the Protocol;
(2) Each batch of bovine hide and sheep skins exported to China must be accompanied by at least one original official health certificate.
VIII. Entry Inspection and Quarantine Requirements
(1) Quarantine approval.
If quarantine approval is required, the importing enterprise shall apply for and obtain the "Entry Animal and Plant Quarantine Permit" in accordance with relevant regulations.
(2) Verification of certificates.
1. For quarantine approvals, verify whether the "Entry Animal and Plant Quarantine Permit" is attached;
2. Verify whether the product is from a registered enterprise;
3. Verify whether the health certificate is authentic and valid.
(3) Cargo inspection.
Chinese Customs shall conduct inspection and quarantine on Jordanian bovine hide and sheep skins exported to China in accordance with relevant laws, administrative regulations, rules, and other provisions, and in accordance with the requirements of this announcement. Those that pass inspection and quarantine may be allowed to enter the country.
(4) Handling of nonconformities.
Non-compliant products will be handled in accordance with Chinese laws and regulations. For manufacturers with serious problems or multiple non-compliance issues, Chinese customs will take measures such as strengthening inspection and quarantine or suspending imports.
