Regarding the Inspection and Quarantine Requirements for Export of Fresh Stone Fruits from Tajikistan to China

According to the regulations on plant quarantine requirements for fresh stone fruits exported to China by Chinese customs and the Tajik Food Safety Commission, imports of fresh stone fruits from Tajikistan that meet the following requirements are permitted starting immediately.

I. Quarantine basis

(1) Biosafety Law of the People's Republic of China;

(2) The Law of the People's Republic of China on Entry and Exit Animal and Plant Quarantine and its implementing regulations;

(3) The Food Safety Law of the People's Republic of China and its implementing regulations;

(4) "Measures for the Supervision and Administration of Inspection and Quarantine of Imported Fruits";

(5) Protocol between the General Administration of Customs of the People's Republic of China and the Food Safety Commission of the Republic of Tajikistan on Plant Quarantine Requirements for Fresh Stone Fruit Exported to China.

II. Permitted names of goods to be imported into the country

Fresh Stone Fruits include plum (scientific name Prunus salicina, English name Plum) and apricot (scientific name Prunus armeniaca, English name Apricot).

III. Permitted production areas

The drupe-producing region of Tajikistan.

IV. Approved orchards and packing plants

Stone fruit orchards and packaging factories exported to China must be reviewed by the Tajikistan Food Safety Commission and approved for registration by Chinese Customs. Registration information includes name, address, and registration number to ensure accurate traceability if exported goods do not comply with the relevant provisions of this announcement. Before each export season, the Tajikistan Food Safety Commission shall provide the registration list to Chinese Customs, and after review and approval, it will be published on the website.

V. List of quarantine pests of concern by China Customs

VI. Pre-export management

(1) Orchard Management.

1. Stone fruit orchards exported to China should establish sound quality management and traceability systems under the supervision of the Tajikistan Food Safety Committee, implement Good Agricultural Practices (GAP), maintain orchard hygiene, and promptly clean up fallen and rotten fruit; and implement integrated pest management (IPM), including regular pest monitoring and investigations, physical, chemical, or biological control measures for pests, and agricultural operations to avoid or minimize the occurrence of quarantine pests of concern to Chinese customs on stone fruits.

2. The Tajikistan Food Safety Commission shall, in accordance with the requirements of International Standard for Plant Quarantine Measures No. 6 (ISPM 6), formulate management plans for quarantine pests of concern to Chinese Customs and organize orchard monitoring throughout the year. If pests or their corresponding symptoms are detected during monitoring, comprehensive management measures including chemical, physical, or biological control measures should be adopted to control pest population density or maintain low epidemic levels.

3. Monitoring and control of pests shall be carried out under the guidance of professional technical personnel. Technical personnel shall receive training from the Tajikistan Food Safety Commission or its authorized institutions.

4. Orchards exporting to China must keep monitoring and control records of pests and control records, which should be provided to Chinese customs by the Tajikistan Food Safety Commission when necessary. Pest monitoring and control records should include at least monitoring time, names of detected pests, and control measures taken; Chemical control records should include detailed information such as the names, active ingredients, concentrations, and application dates of all chemical reagents used during the growing season.

5. For Cydia pomonella and Lobesia botrana, stone fruits exported to China must come from non-epidemic production areas of Cydia pomonella and Lobesia botrana or orchards effectively controlled by systematic control measures.

(i) Non-epidemic production areas

It should be established by the National Plant Protection Organization in accordance with International Standard for Plant Quarantine Measures No. 10 (ISPM 10), and conducted by the Tajikistan Food Safety Commission in accordance with relevant requirements, with pest monitoring conducted and approved by Chinese customs.

If Cydia pomonella or Lobesia botrana is found in the relevant non-epidemic production areas, the Tajikistan Food Safety Committee shall immediately suspend non-epidemic production area status and notify Chinese customs within 48 hours, activating the emergency response plan. Only after the Tajikistan Food Safety Committee eliminates the epidemic and is approved by Chinese customs can non-epidemic production areas be restored.

(ii) System control measures

If non-epidemic production areas cannot be established, the Tajikistan Food Safety Commission should adopt systematic control measures, using pheromone trapping and monitoring methods to monitor Cydia pomonella and Lobesia botrana in orchards exporting to China, and provide monitoring records to Chinese customs upon request.

For Cydia pomonella, orchards exporting to China should monitor Cydia pomonella from flowering to harvest. The density of traps in orchards is one per hectare; orchards smaller than 3 hectares must have at least three traps installed, with the core replaced monthly and the traps inspected every two weeks. If three or more traps are found in the traps, effective control must be taken immediately (such as using interference mating techniques). For orchards with incomplete control, the Tajik Food Safety Commission should suspend the orchard's export qualification and immediately notify Chinese customs. Upon request, the Tajikistan Food Safety Commission should provide Chinese customs with pest investigation reports or management records.

For Lobesia botrana, the Tajikistan Food Safety Commission or its authorized personnel must control pests in registered orchards from flowering to harvest through field surveys and trap monitoring. The density of traps in orchards is at least 2 per hectare, with inspections conducted at least once every two weeks. The Tajikistan Food Safety Commission shall provide monitoring reports to Chinese customs before the export season as required. Once Lobesia botrana is detected, effective control must be carried out immediately (such as using interference mating techniques). For orchards with incomplete control, the Tajikistan Food Safety Committee shall suspend the orchard's export qualification to China and immediately notify Chinese customs. Upon request, the Tajikistan Food Safety Commission shall provide Chinese customs with pest investigation reports or management records.

6. For aphids, scale insects, and other pests, orchards exported to China should be monitored under the supervision and guidance of technical personnel from the Tajikistan Food Safety Committee. From flowering to harvest, orchard surveys should be conducted every two weeks, focusing on whether the above pests appear on branches, stems, leaves, and fruits. If any pests or their corresponding symptoms are found, immediate measures such as biological, physical, or chemical control should be taken to control their occurrence.

(2) Packaging Plant Management.

1. The processing, packaging, storage, and transportation of stone fruits exported to China must be conducted under the quarantine supervision of the Tajikistan Food Safety Commission or its authorized personnel.

2. Packaging factories for stone fruits exported to China should be clean and hygienic, with hardened floors and raw material yards and finished goods warehouses.

3. The processing, handling, and storage functional zones for stone fruits exported to China should be relatively independent and reasonably laid out, with isolation measures and appropriate distance from living areas.

4. During the packaging process of stone fruits exported to China, manual selection, grading, and cleaning should be carried out to remove diseased, infested, rotten, deformed, branches and leaves, or other plant residues and soil.

5. If packaged stone fruits need to be stored, they should be immediately stored and stored separately to avoid reinfection by harmful organisms.

6. Registered packaging factories should establish a traceability system to ensure that nuts exported to China can be traced back to the registered orchard, recording the processing and packaging date, the name of the source orchard or its registration number, export date, export quantity, destination country, container number, and other information.

(3) Packaging requirements.

1. Packaging materials must be clean, hygienic, unused, and meet China's relevant plant quarantine requirements. If wooden packaging is used, it must comply with the International Standard for Plant Quarantine Measures No. 15 (ISPM 15).

2. Each packaging box must be labeled in Chinese or English with information such as the type of fruit, variety, export country, origin, orchard, and packaging factory, or registration number. Each packaging box and pallet must be labeled in Chinese or English with "输往中华人民共和国" or "Exported to the People's Republic of China".

3. Containers containing fruit exported from China must be inspected for good hygiene conditions at the time of loading and officially confirmed by the Tajikistan Food Safety Commission.

(4) Pre-export inspection and quarantine.

1. Before export, the Tajikistan Food Safety Commission shall conduct sampling inspections of stone fruits exported to China at a ratio of 2% per batch of goods, with a minimum sampling volume of 1,200 fruits, and at least 60 of these fruits or suspicious fruits found during inspection shall be subjected to fruit sectioning inspection. If no plant quarantine issues occur within two years, the sampling rate shall be reduced to 1%.

2. If live quarantine pests of concern to Chinese customs are found, the shipment shall not be exported to China, and the export of nuts from orchards and packaging plants during the export season may be suspended as appropriate. If the product comes from a non-epidemic production area, the status of the relevant non-epidemic production area will be revoked. The Tajikistan Food Safety Commission shall identify the cause and take corrective measures. At the same time, records of seizures shall be kept and provided to Chinese customs upon request.

(5) Requirements for plant quarantine certificates.

If quarantine is passed, the Tajikistan Food Safety Commission shall issue a plant quarantine certificate in accordance with International Standard for Phytosanitary Measures No. 12 (ISPM 12), indicating the name or code of the orchard and packing plant, and state in the additional declaration: "This consignment complies with the requirements specified in the Protocol of Phytosanitary Requirements for Export of Fresh Stone Fruits from Tajikistan to China, and is free from quarantine pests of concern to China."

VII. Entry-bound inspection, quarantine, and handling of non-compliance

When the nuts exported to China arrive at the Chinese port of entry, Chinese customs shall conduct inspection and quarantine according to the following requirements.

(1) Verification of relevant certificates and identification marks.

1. Verify whether the imported nuts have obtained the "Entry Animal and Plant Quarantine Permit."

2. Verify whether the plant quarantine certificate complies with the provisions of Article 6, Item (5) of this announcement.

3. Verify whether the labels on packaging boxes and pallets comply with Article 6, Item (3) of this announcement.

(2) Inspection and quarantine upon arrival.

1. Nuts exported to China must be entered through ports permitted by Chinese customs for fruit import.

2. When the nut fruit arrives at the Chinese port of entry, customs will verify relevant documents and labels, and conduct inspection and quarantine in accordance with Chinese laws, regulations, national standards, and the requirements of this announcement. Those that pass inspection and quarantine will be allowed to enter.

(3) Nonconformity Handling.

1. If the goods are found to come from orchards or packaging factories not approved by Chinese customs, the goods will not be allowed into the country.

2. If live Cydia pomonella or Lobesia botrana are found, the batch of goods will be returned or destroyed.

3. If quarantine pests of concern to Chinese customs or newly occurring quarantine pests in Tajikistan are found, the shipment will be returned, destroyed, or dismantled.

4. If any goods are found to not comply with Chinese food safety laws, regulations, or national standards, the batch of goods will be returned or destroyed.
