The export of Indonesian Konjac Powder to China that meets relevant requirements

Announcement No. 95 of 2023

 

In accordance with relevant laws and regulations of China and the Provisions on Inspection and Quarantine Requirements for the Export of Indonesian Konjac Powder to China agreed upon by the General Administration of Customs (GACC) of the People's Republic of China and the Ministry of Agriculture of the Republic of Indonesia (hereinafter referred to as Indonesia), the import of Indonesian konjac powder meeting the following relevant requirements is allowed as of the date of issuance:

 

I. Inspection and Quarantine Basis

 

(I) Law of the People's Republic of China on the Entry and Exit Animal and Plant Quarantine, Regulations for the Implementation of the Law of the People's Republic of China on the Entry and Exit Animal and Plant Quarantine, Food Safety Law of the People's Republic of China, Regulations for Implementing the Food Safety Law of the People's Republic of China, Import and Export Commodity Inspection Law of the People's Republic of China, Regulations for the Implementation of the Import and Export Commodity Inspection Law of the People's Republic of China.

 

(II) Measures for the Supervision and Administration of the Safety of Import and Export Food of the People's Republic of China.

 

(III) Provisions on Inspection and Quarantine Requirements for the Export of Indonesian Konjac Powder to China agreed upon by the GACC and the Ministry of Agriculture of Indonesia.

 

II. Products Allowed for Import

 

Indonesian konjac powder exported to China refers to the dry powder obtained through physical processing of the tubers of Amorphophallus muelleri cultivated and processed in Indonesia, not for direct human consumption.

 

III. Requirements for Production Enterprises

 

Production enterprises of Indonesian konjac powder exported to China shall be responsible for ensuring their products meet the requirements of China's food safety and plant quarantine laws and regulations as well as national food safety standards. The enterprises that produce, process and store Indonesian konjac powder exported to China shall be recommended by the Ministry of Agriculture of Indonesia and registered with the GACC.

 

IV. Plant Quarantine Requirements

 

The raw materials of Indonesian konjac powder exported to China shall come from konjac planting enterprises that have been confirmed by the Ministry of Agriculture of Indonesia to meet relevant plant quarantine requirements and have been put on record. The products shall comply with China's laws and regulations on plant quarantine and shall not contain live insects or other deliberately added or mixed impurities.

 

V. Production Requirements

 

The entire process of cultivation, production, processing, storage, transportation to export of Indonesian konjac powder exported to China shall comply with the relevant safety and sanitation requirements of China and Indonesia to prevent contamination by pathogenic microorganisms or toxic and hazardous substances.

 

VI. Food Safety Requirements

 

Indonesian konjac powder exported to China shall comply with China's food safety laws and regulations as well as national food safety standards.

 

VII. Packaging Requirements

 

Indonesian konjac powder exported to China shall use clean and sanitary new packaging materials that meet the requirements of food safety and plant quarantine. The inner layer packaging shall use plastic packaging materials and shall be prevented from spillage during transportation. Each package shall be labeled in Chinese or English "For Export to the People's Republic of China" and other traceable information including the name, origin, name and registration number of the manufacturing and processing enterprise in China, name and address of the exporter.

 

VIII. Requirements for Means of Transport

 

Prior to loading Indonesian konjac powder exported to China, the means of transport shall be inspected and meet sanitary requirements, and shall not carry quarantine pests or other regulated quarantine materials such as weed seeds, live insects, plant residues, soil and other impurities.

 

IX. Requirements for Phytosanitary Certificates 

 

The Indonesian authorities shall issue phytosanitary certificates for each batch of konjac powder that meets the requirements of the agreed protocol, with an additional declaration stating "This consignment complies with the requirements set out in the agreed protocol on the inspection and quarantine requirements for the export of Indonesian konjac powder to China signed between China and Indonesia".

 

X. Other

 

The Indonesian konjac powder exported to China shall come from enterprises registered with the GACC. The list of registered Indonesian enterprises exporting konjac powder to China can be found on the GACC website.
