Regarding the Inspection and Quarantine Requirements for the Importation of Uzbekistan Dried Dates

In accordance with the laws and regulations and the provisions of the General Administration of Customs of the People's Republic of China and the Ministry of Agriculture of the Republic of Uzbekistan on the inspection and quarantine requirements for the export of dried dates from Uzbekistan to China, from now on, the import of dried dates from Uzbekistan that meets the following requirements is allowed:

 

1. Basis for inspection and quarantine

(1) The Food Safety Law of the People's Republic of China and its implementing regulations, the Law of the People's Republic of China on the Quarantine of Animals and Plants Entering and Leaving China and its implementing regulations, and the Law of the People's Republic of China on the Inspection of Import and Export Commodities and its implementing regulations.

(2) Measures of the People's Republic of China for the Administration of Import and Export Food Safety.

(3) Protocol between the General Administration of Customs of the People's Republic of China and the Ministry of Agriculture of the Republic of Uzbekistan on the Inspection and Quarantine Requirements for the Export of Dried Dates from Uzbekistan to China.

 

2. Imported products are allowed

Dried dates allowed to be imported from Uzbekistan refer to dried fruits made from Elaeagnus angustifolia grown in Uzbekistan as raw materials and harvested, washed, dried or other processing techniques in Uzbekistan for human consumption.

 

3. Food safety requirements

Dried dates exported from Uzbekistan to Warsaw should comply with China's food safety laws and regulations and national food safety standards.

 

4. Plant quarantine requirements

(1) The raw materials of dried dates exported from Uzbekistan to Warsaw shall come from orchards (planting enterprises) that have been confirmed by the Plant Protection and Quarantine Service (hereinafter referred to as APPQ) under the Ministry of Agriculture of Uzbekistan to meet the relevant plant quarantine and food safety requirements and have been recorded.

(2) Dried dates exported from Uzbekistan to Warsaw shall not contain the following quarantine pests: Ephestia kuehniella Zeller, Chortoglyphus arcuatus (Troupeau), Trogoderma granarium, Trogoderma variabile Ballion, Aspergillus flavus。

(3) Dried dates exported from Uzbekistan to Warsaw shall not contain live insects and other impurities deliberately added or mixed.

 

5. The requirements of the manufacturer

It is the responsibility of Uzbekistan to ensure that the dried dates exported to China comply with China's food safety and phytosanitary laws and regulations, as well as China's national food safety standards. The production, processing and storage units of dried dates exported to Warsaw shall be recommended by APPQ and registered by the General Administration of Customs of the People's Republic of China.

 

6. The processing process requirements

(1) Dried dates exported from Uzbekistan to Warsaw should be dehydrated using drying machinery such as ovens or dryers, and mildew particles should be removed during the processing process.

(2) The whole process of planting, production, processing, storage, transportation and export of raw materials for dried dates exported from Uzbekistan to Warsaw shall comply with the relevant safety and health requirements of China and Uzbekistan to prevent contamination by pathogenic microorganisms or toxic and harmful substances.

 

7. Packaging and labeling requirements

Dried dates exported from Uzbekistan to Warsaw should be packaged in clean, hygienic, breathable, new, food safety and phytosanitary materials, and protected from spillage during transportation. Each package should be marked with "This product is exported to the People's Republic of China", as well as the product name, place of origin, name of the production and processing enterprise and its registration number in China, name and address of the exporter and other English traceable information. The above information can be affixed to the packaging in the form of a label.

 

8. Transportation requirements

Before the dry shipment of dates from Uzbekistan to Warsaw, the means of transport should be inspected and meet the requirements of health and epidemic prevention, and shall not be mixed with quarantine pests or other restricted quarantine materials, such as weed seeds, live insects, plant residues, soil and other foreign impurities.

 

9. Certificate requirements

The Uzbek authorities shall issue a phytosanitary certificate for the dried dates exported to Warsa that meet the requirements of the Protocol after inspection and quarantine. The certificate shall indicate the name of the dried jujube production and processing enterprise, the registration number in China and "the dried jujube certified by the plant quarantine certificate shall comply with the provisions of the protocol signed by China and Uzbekistan on the inspection and quarantine requirements for the export of dried jujube from Uzbekistan to China." The shipment does not contain quarantine pests of concern to China, such as Ephestia kuehniella Zeller, Chortoglyphus arcuatus (Troupeau), Trogoderma granarium, Trogoderma variabile Ballion, Aspergillus flavus, etc."

 

10. Miscellaneous

Uzbekistan's dried dates exported to Warsaw should come from enterprises registered with the General Administration of Customs of the People's Republic of China. The list of registered Uzbekistan enterprises exporting dried dates to Warsaw can be found on the website of the General Administration of Customs.
