Regarding the Inspection and Quarantine Requirements for Dried Fruits to Be Exported from Kyrgyzstan to China
In accordance with regulations issued by China Customs and the Ministry of Water Resources, Agriculture, and Processing Industry of Kyrgyzstan regarding inspection, quarantine, and sanitary requirements for the import of dried fruit from Kyrgyzstan into China, effective immediately, the import of dried fruit from Kyrgyzstan that meets the following requirements will be permitted.
I. Inspection and Quarantine Basis
(1) Food Safety Law of the People's Republic of China and its Implementing Regulations;
(2) Law of the People's Republic of China on Entry and Exit Animal and Plant Quarantine and its Implementing Regulations;
(3) Law of the People's Republic of China on Import and Export Commodity Inspection and its Implementing Regulations;
(4) Measures for the Administration of Import and Export Food Safety of the People's Republic of China;
(5) Protocol between China Customs and the Ministry of Water Resources, Agriculture, and Processing Industry of Kyrgyzstan on Inspection, Quarantine, and Sanitary Requirements for the Import of Dried Fruit from Kyrgyzstan into China.
II. Permitted Import Products
Dried fruits permitted for import refer to nine types of dried fruits, including prunes (Prunus domestica), apricots (Prunus armeniaca), apples (Malus domestica), pears (Pyrus communis), cherries (Prunus cerasus), raisins (Vitis L.), melons (Cucumis melo), dates (Elaeagnus orientalis), and rose hips (Rosa L. species), that are derived from plants grown in Kyrgyzstan and processed through cleaning, drying, sorting, and other technical processes for human consumption.
III. Food Safety Requirements
Dried fruits imported into China must comply with relevant Chinese laws and regulations on food safety and plant quarantine, national food safety standards, and the provisions of the Protocol.
IV. Plant Quarantine Requirements
(1) Dried plums imported into China must not contain the following quarantine pests of concern to Chinese Customs: Nemapogon granella, Cydia pomonella, Rhynchites bacchus, Eurytoma amygdali, Hyphantria cunea, Caulophilus oryzae, Verticillium dahliae, and Erwinia amylovora.
(2) Dried apricots imported into China must not contain the following quarantine pests of concern to Chinese Customs: Nemapogon granella, Cydia pomonella, Caulophilus oryzae, and Verticillium dahliae.
(3) Dried apples imported into China must not contain the following quarantine pests of concern to Chinese Customs: Nemapogon granella, Cydia pomonella, Rhynchites bacchus, Caulophilus oryzae, Verticillium dahliae, and Tobacco ringspot virus (TRSV).
(4) Dried pears imported into China must not contain the following quarantine pests of concern to Chinese Customs: Nemapogon granella, Cydia pomonella, and Caulophilus oryzae.
(5) Dried cherries imported into China must not contain the following quarantine pests of concern to Chinese Customs: Nemapogon granella, cherry fruit fly (Rhagoletis cerasi), codling moth (Cydia pomonella), broad-nosed weevil (Caulophilus oryzae), verticillium dahliae, plum pox virus, and tobacco ringspot virus (TRSV).
(6) Raisins imported into China must not contain the following quarantine pests of concern to Chinese Customs: Nemapogon granella, broad-nosed weevil (Caulophilus oryzae), verticillium dahliae, and tobacco ringspot virus (TRSV).
(7) Dried cantaloupe imported into China must not contain the following quarantine pests of concern to the Chinese Customs: Nemapogon granella, Caulophilus oryzae, Verticillium dahliae, Verticillium albo-atrum, and Tobacco ringspot virus (TRSV).
(8) Dried jujube imported into China must not contain the following quarantine pests of concern to the Chinese Customs: Nemapogon granella, Caulophilus oryzae, and Verticillium dahliae.
(9) Dried rose hip imported into China must not contain the following quarantine pests of concern to the Chinese Customs: Nemapogon granella, Diaspidiotus perniciosus, and Caulophilus oryzae.
(10) Dried fruit imported into China must not contain live insects, insect eggs, or soil, and must not be mixed with impurities such as weed seeds, plant debris, metal foreign matter, and sand.
(11) Dried fruit imported into China must be fumigated before export to ensure that it is free of live insects.
V. Enterprise Requirements
The Kyrgyz Ministry of Water Resources, Agriculture, and Processing Industry shall inspect dried fruit production, processing, and storage facilities imported into China in accordance with the relevant registration requirements of Chinese Customs for overseas food production enterprises and recommend those that meet the requirements to Chinese Customs. Chinese Customs will register those that meet the requirements.
Only after an enterprise is registered can its products be imported into China. The list of registered Kyrgyz dried fruit enterprises exporting to China can be found on the official website of Chinese Customs.
VI. Raw Material Requirements
Dried fruit raw materials imported into China must come from fresh fruit growers that have been confirmed by the Kyrgyz Ministry of Water Resources, Agriculture, and Processing Industry to meet relevant plant quarantine and food safety requirements.
VII. Processing Requirements
The Ministry of Water Resources, Agriculture, and Processing Industry of Kyrgyzstan shall provide guidance and supervision for the cultivation, production, processing, storage, transportation, and export of dried fruits exported to China, ensuring compliance with relevant food safety and phytosanitary requirements of both China and Kyrgyzstan and preventing contamination by pathogenic microorganisms or toxic and hazardous substances.
VIII. Packaging and Labeling Requirements
Dried fruits exported to China must be packaged using clean, hygienic, and new materials that meet food safety and phytosanitary requirements, and prevent spillage during transportation. Each package must be labeled in Chinese or English with "本产品输往中华人民共和国/This product is exported to the People's Republic of China" and traceability information, including the name of the dried fruit, place of origin, name of the manufacturer and processor, its registration number in China, and the name and address of the exporter. This information may be affixed to the package on a label.
IX. Transportation Requirements
Prior to shipment, the Ministry of Water Resources, Agriculture, and Processing Industry of Kyrgyzstan shall inspect the means of transport used to transport dried fruits exported to China. The means of transport must comply with sanitary and epidemic prevention requirements and must not contain quarantine pests or other regulated quarantine items, such as weed seeds, live insects, plant debris, soil, and other foreign matter.
X. Certificate Requirements
Before export, the Ministry of Water Resources, Agriculture, and Processing Industry of Kyrgyzstan shall issue a phytosanitary certificate for dried fruit exported to China that has undergone inspection and quarantine and meets the requirements of the Protocol. The certificate's additional declaration section should indicate the name of the dried fruit producer and processor, its registration number in China, and "The dried fruits certified by this phytosanitary certificate comply with the provisions of the Protocol on Inspection, Quarantine and Sanitary Requirements for Dried Fruits to Be Exported from Kyrgyzstan to China signed by Kyrgyzstan and China on August 30th, 2025. This consignment is free from quarantine pests of concern to the Chinese side."
The quarantine treatment methods (such as the agent, temperature, duration, and other technical requirements) shall be stated on the phytosanitary certificate.
XI. Entry Inspection and Quarantine and Handling of Failures
(I) Entry Inspection and Quarantine. Upon arrival at Chinese ports of entry, Chinese Customs will conduct inspection and quarantine. Only those that pass the inspection will be allowed entry.
(II) Handling of Non-Compliant Products. If Chinese Customs discovers violations of Chinese food safety and plant quarantine laws and regulations, national food safety standards, or the Protocol in dried fruits imported into China, they will be handled in accordance with relevant Chinese laws and regulations.
