Regarding the Inspection and Quarantine Requirements for Compound Feed Exported From Russia

According to the regulations of Chinese Customs and the Russian Federal Veterinary and Phytosanitary Supervision Service regarding quarantine and hygiene requirements for Russian compound feed exported to China, imports of Russian compound feed that meet the following requirements are permitted effective immediately:

I. Basis for Inspection and Quarantine

(1) Biosafety Law of the People's Republic of China;

(2) The Law of the People's Republic of China on Entry and Exit Animal and Plant Quarantine and its implementing regulations;

(3) "Supervision and Administration Measures for the Inspection and Quarantine of Import and Export Feed and Feed Additives";

(4) "Protocol on Quarantine and Health Requirements for Russian Compound Feed Exported to China" (hereinafter referred to as the "Protocol") between the General Administration of Customs of the People's Republic of China and the Veterinary and Phytosanitary Supervision Service of the Russian Federation on Quarantine and Health Requirements for Exporting Russian Compound Feed to China.

II. Scope of Permitted Import Products

In this announcement, compound feed refers to feed formulated with various feed ingredients and feed additives in a certain proportion.

III. Requirements for Production and Processing Enterprises

(1) Approved by relevant Russian authorities and legally operated;

(2) Implement a health management system based on Hazard Analysis and Critical Control Points (HACCP);

(3) Recommended by the Russian Federal Veterinary and Phytosanitary Supervision Service, registered with Chinese customs.

IV. Raw material requirements

(1) Animal-derived raw materials.

1. Terrestrial animal-derived raw materials must come from animal disease-free areas that comply with the World Organisation for Animal Health (WOAH) regulations and are recognized by China for relevant animal diseases;

2. Aquatic animal-derived raw materials must come from Russian domestic aquaculture farms or legally caught aquatic animals;

3. Terrestrial animals or animals of unknown cause of death that must not be culled to eradicate animal epidemics;

4. No animal-derived ingredients other than milk and dairy products may be added to ruminant feed.

(2) Plant-derived raw materials.

1. Contains no substances prohibited by laws and regulations of China, the Russian Federation, and the Eurasian Economic Union that are harmful to animal health, including genetically modified ingredients not approved by Chinese authorities. The content of toxic substances must not exceed the limits stipulated by China, the Russian Federation, and the Eurasian Economic Union;

2. Plant-derived raw materials must not use live seeds.

(3) If raw materials come from a third country, they must be legally imported and traceable to the country of origin.

V. Production and processing requirements

(1) Raw materials used in feed production must undergo heat treatment at a temperature not lower than 90°C for no less than 30 minutes, or other equivalent treatments recognized by Chinese customs;

(2) Finished feed must undergo heat treatment at a temperature of no less than 70°C for no less than 30 minutes, or other equivalent treatments recognized by Chinese customs.

VI. Product Requirements

Before exporting processed compound feed to China, it must undergo random sampling testing by the Russian authorities and meet the following requirements:

Salmonella: Not detected in 25 g sample: n=5, c=0, m=0, m=0;

Enterobacteriaceae: 1 g sample: n = 5, c = 2, m = 10, m = 300;

Among them:

n - number of samples to be tested;

m - minimum value (threshold) of bacterial count; If the bacterial count in all samples does not exceed m, the result is qualified;

M - maximum value of bacterial count; If the bacterial count in one or more samples is equal to or greater than M, the result is considered unqualified;

c - Number of bacteria between m and M; if the bacterial count of other samples is less than or equal to m, the result is still acceptable.

VII. Packaging, labeling, and storage transportation requirements

(1) Packaging must be made of brand-new, clean, with good sealing and moisture-proof properties, and is not easily damaged;

(2) Packaging must include Chinese, Russian, and English labels, which must comply with the requirements of China's national standard "Feed Labeling" (GB 10648);

(3) The outer packaging must indicate the manufacturing and processing enterprise and registration information, and mark with warning words such as "仅用作饲料".

(4) Effective measures have been taken to prevent pollution during production, storage, and transportation.

VIII. Pre-export inspection and certificate requirements

(1) Products exported to China shall undergo inspection and quarantine by the Russian Federal Veterinary and Phytosanitary Supervision Service, and a sanitary certificate shall be issued according to the certificate samples confirmed by both parties, certifying that the products meet the requirements of the Protocol;

(2) Each batch of products exported to China must be accompanied by at least one official original health certificate.

IX. Entry inspection and quarantine

(1) Quarantine approval.

Importing enterprises shall handle the "Entry Animal and Plant Quarantine Permit" in accordance with relevant regulations.

(2) Verification of certificates.

1. Verify whether the "Entry Animal and Plant Quarantine Permit" is attached;

2. Verify whether the product is from a registered enterprise;

3. Verify whether the health certificate is authentic and valid.

(3) Cargo inspection.

Chinese Customs, in accordance with relevant laws, administrative regulations, rules, and other provisions, and in accordance with the requirements of this announcement, shall conduct inspection and quarantine on compound feed exported from Russia to China. Those who pass inspection and quarantine are permitted to enter the country.

(4) Handling of nonconformities.

If non-compliance is found during entry inspection and quarantine, Chinese customs shall handle it in accordance with relevant laws, administrative regulations, rules, and the "Protocol."
