Regarding the Inspection and Quarantine Requirements for Dried Longan Exported from Cambodia
In accordance with the regulations established by the General Administration of Customs of China and the Ministry of Agriculture, Forestry and Fisheries of Cambodia regarding inspection, quarantine, and sanitary requirements for the export of dried longan from Cambodia to China, the import of Cambodian dried longan meeting the following requirements is permitted effective immediately.
I. Basis for Inspection and Quarantine
(1) *Food Safety Law of the People's Republic of China* and its implementing regulations; *Law of the People's Republic of China on the Entry and Exit Animal and Plant Quarantine* and its implementing regulations; *Law of the People's Republic of China on Import and Export Commodity Inspection* and its implementing regulations;
(2) *Administrative Measures of the People's Republic of China on the Safety of Import and Export Food*; *Administrative Provisions of the General Administration of Customs of the People's Republic of China on the Registration of Overseas Manufacturers of Imported Food*;
(3) *Protocol between the General Administration of Customs of the People's Republic of China and the Ministry of Agriculture, Forestry and Fisheries of the Kingdom of Cambodia on Inspection, Quarantine, and Sanitary Requirements for the Export of Dried Longan from Cambodia to China* (hereinafter referred to as the "Protocol").
II. Permitted Import Products
(1) The Cambodian dried longan referred to in this announcement consists of dried fruit suitable for human consumption, produced from the mature fruit of *Dimocarpus longan* grown in Cambodia. The product must undergo processes such as sorting, drying, and shelling (or remain unshelled) within Cambodia and must not be heat-processed (cooked).
(2) The Ministry of Agriculture, Forestry and Fisheries of Cambodia shall ensure that dried longan exported to China is free from the following quarantine pests of concern to China Customs: *Prostephanus truncatus* and *Trogoderma granarium*.
(3) Dried longan exported to China must be free from live insects, insect eggs, and soil, and must not contain impurities such as weed seeds, plant residues, metal foreign objects, or grit.
(4) The Ministry of Agriculture, Forestry and Fisheries of Cambodia shall provide guidance and supervision regarding the cultivation of raw materials, production, processing, storage, transportation, and export of the dried longan destined for China. It shall ensure compliance with relevant food safety and phytosanitary requirements of both China and Cambodia, and prevent contamination by pathogenic microorganisms or toxic and harmful substances.
III. Requirements for Production Enterprises
Enterprises in Cambodia producing dried longan for export to China must ensure their products comply with China’s laws and regulations on food safety and phytosanitary measures, national food safety standards, and the provisions of the *Protocol*.
The Ministry of Agriculture, Forestry and Fisheries of Cambodia shall inspect the units involved in the production, processing, and storage of dried longan destined for China, in accordance with the relevant requirements of the General Administration of Customs of China (GACC) regarding the registration of overseas food production enterprises. Enterprises meeting the requirements shall be recommended to the GACC for registration. The GACC shall register the enterprises that meet the requirements. Products may only be exported to China after the enterprise has obtained registration. A list of registered Cambodian dried longan enterprises is available on the GACC website.
IV. Raw Material Requirements
The raw materials for dried longan exported to China must originate from cultivation and production enterprises confirmed by the Ministry of Agriculture, Forestry and Fisheries of Cambodia to meet relevant phytosanitary and food safety requirements.
V. Packaging and Labeling Requirements
Dried longan exported to China must be packaged using clean, sanitary, breathable, and new materials that comply with food safety and phytosanitary requirements, and the packaging must prevent spillage during transport. Each package must be marked in Chinese or English with "本产品输往中华人民共和国/This product is exported to the People's Republic of China" as well as traceable information—also in Chinese or English—such as the product name, shelf life, place of origin, name and registration number of the production/processing enterprise, and the exporter's name and address. The aforementioned information may be provided via a label affixed to the package.
VI. Transport Vehicle Requirements
Prior to shipment, the Ministry of Agriculture, Forestry and Fisheries of Cambodia shall inspect the transport vehicles used for dried longan destined for China. Transport vehicles must meet sanitary requirements and be free from quarantine pests or other regulated quarantine items, such as weed seeds, live insects, plant residues, soil, and other impurities.
VII. Certification Requirements
Prior to export, the Ministry of Agriculture, Forestry and Fisheries of Cambodia shall issue a phytosanitary certificate for dried longan destined for China that has been inspected and found to comply with the requirements of the *Protocol*.The "Additional Declaration" section of the certificate must specify the name of the dried longan processing enterprise, its registration number in China, and the code "The consignment complies with the requirement specified in the Protocol of Inspection, Quarantine and Sanitary Requirements for Dried Longan Exported from Cambodia to China, and is free from quarantine pests of concern to China.".
VIII. Other Requirements
(1) Upon arrival at the Chinese port of entry, dried longan intended for export to China shall be subject to inspection and quarantine supervision by China Customs; entry shall be permitted only after the products are found to be compliant.
(2) Should China Customs discover any non-compliance with relevant Chinese laws and regulations regarding food safety and phytosanitary measures, national food safety standards, or the provisions of the *Protocol*, the products shall be handled in accordance with relevant Chinese laws and regulations.
