Regarding the Inspection and Quarantine Requirements for Export of Dried Fruits and Nuts From Pakistan
In accordance with the regulations established by the General Administration of Customs of China and the Ministry of National Food Security and Research of Pakistan regarding inspection, quarantine, and sanitary requirements for the export of Pakistani dried nuts to China, the import of Pakistani dried nuts meeting the following requirements is permitted effective immediately.
I. Basis for Inspection and Quarantine
(1) *Food Safety Law of the People's Republic of China* and its implementing regulations; *Law of the People's Republic of China on the Entry and Exit Animal and Plant Quarantine* and its implementing regulations; *Law of the People's Republic of China on Import and Export Commodity Inspection* and its implementing regulations;
(2) *Administrative Measures of the People's Republic of China on the Safety of Import and Export Food*; *Administrative Provisions of the General Administration of Customs of the People's Republic of China on the Registration of Overseas Manufacturers of Imported Food*;
(3) *Protocol between the General Administration of Customs of the People's Republic of China and the Ministry of National Food Security and Research of the Islamic Republic of Pakistan on Inspection, Quarantine, and Sanitary Requirements for Pakistani Dried Nuts Exported to China* (hereinafter referred to as the "Protocol").
II. Permitted Import Products
(I) "Dried Fruits and Nuts" refers to the four specific types of dry nuts—designated as Prunus domestica, Prunus armeniaca, Pistacia vera, Prunu sdulcis.—intended for human consumption, which are produced within Pakistan using the fruits of plants grown in the country and subjected to processing steps such as cleaning, drying, and sorting.
(II) The Ministry of National Food Security and Research of Pakistan shall ensure that dried nuts exported to China are free from the following quarantine pests of concern to China Customs:
1. Dried plums exported to China: Pterochloroides persicae, Heterotermes indicola, Odontotermes lokanandi, Bifiditermes beesoni, Coptotermes heimi, Aspergillus terreus, Cydia pomonella.
2. Dried apricots exported to China: Bactrocera zonata, Odontotermes lokanandi, Pterochloroides persicae, Indarbela quadrinotata, Microtermes unicolor, Orobanche spp., Cydia pomonella.
3. Pistachios exported to China: Anapulvinaria pistaciae, Aspergillus candidus, Lepidium draba, Nattrassia mangiferae.
4. Almond kernels exported to China: Pterochloroides persicae, Scolytus rugulosus, Phytophthora syringae.
(III) Dried nuts exported to China must be free from live insects, insect eggs, and soil, and must not contain impurities such as weed seeds, plant residues, metal foreign objects, or grit.
(IV) The Ministry of National Food Security and Research of Pakistan shall provide guidance and supervision regarding the cultivation, production, processing, storage, transportation, and export of dried nuts destined for China, ensuring compliance with relevant food safety and phytosanitary requirements of both China and Pakistan, and preventing contamination by pathogenic microorganisms or toxic and harmful substances.
(V) Dried nuts destined for China shall undergo fumigation treatment prior to export to ensure they are free from live insects.
III. Requirements for Production Enterprises
Enterprises producing dried nuts for export to China shall ensure their products comply with China’s laws and regulations on food safety and phytosanitary quarantine, national food safety standards, and the provisions of the *Protocol*.
The Ministry of National Food Security and Research of Pakistan shall inspect the units involved in the production, processing, and storage of dried nuts destined for China in accordance with the relevant requirements of China Customs regarding the registration of overseas food production enterprises, and recommend qualified enterprises to China Customs for registration. China Customs shall register the enterprises that meet the requirements. Products may only be exported to China after the enterprise has obtained registration in China. The list of registered Pakistani enterprises producing dried nuts for export to China is available on the China Customs website.
IV. Requirements for Raw Materials
Raw materials for dried nuts destined for China shall originate from cultivation and production enterprises confirmed by the Ministry of National Food Security and Research of Pakistan to meet relevant phytosanitary and food safety requirements.
V. Requirements for Packaging and Labeling
Dried nuts destined for China shall be packaged using new, clean, sanitary, and breathable materials that meet food safety and phytosanitary requirements, and packaging shall prevent spillage during transportation. Each package shall be marked in Chinese or English with "本产品输往中华人民共和国/This product is exported to the People's Republic of China" as well as traceable information—in Chinese or English—such as the product name, place of origin, name of the production/processing enterprise and its registration number in China, and the name and address of the exporter. The aforementioned information may be affixed to the package in the form of a label.
VI. Quarantine Requirements for Means of Transport
Prior to loading, the Ministry of National Food Security and Research of Pakistan shall inspect the means of transport used for dry nuts destined for China. The means of transport must meet sanitary requirements and be free from quarantine pests or other regulated quarantine items, such as weed seeds, live insects, plant debris, soil, and other impurities.
VII. Certification Requirements
Prior to export, the Ministry of National Food Security and Research of Pakistan shall issue a phytosanitary certificate for dry nuts destined for China that have been inspected and found to comply with the requirements of the Protocol.
The "Additional Declaration" section of the certificate shall specify the name of the dry nut production and processing enterprise, its registration number in China, and the code "The dried fruits and nuts certified by this phytosanitary certificate comply with the provisions of the Protocol on Inspection, Quarantine and Sanitary Requirements for Dried Fruits and Nuts to Be Exported from Pakistan to China signed on May 25th, 2026 in Beijing by Pakistan and China. The dried fruits and nuts are free from quarantine pests of concern by the Chinese Party.".
Quarantine treatment methods (such as chemicals, temperature, duration, and other technical requirements) shall be specified in the phytosanitary certificate.
VIII. Other Requirements
(I) Upon arrival at the Chinese port of entry, dry nuts destined for China shall be subject to inspection and quarantine supervision by China Customs; entry shall be permitted if they are found to be compliant.
(II) If China Customs discovers any non-compliance with China's relevant laws and regulations on food safety and plant quarantine, national food safety standards, or the provisions of the Protocol, China Customs shall handle the matter in accordance with relevant Chinese laws and regulations.
