Regarding the Inspection and Quarantine Requirements for Aquatic Products from Some Areas of Japan to China
On the premise that the long-term international monitoring of the discharge of nuclear contaminated water from Fukushima, Japan, and independent sampling monitoring by China have not been found to be abnormal, and the Japanese government has promised to ensure the quality and safety of aquatic products exported to China, in accordance with my country's food safety laws and regulations and the relevant principles of the World Trade Organization's Agreement on the Application of Sanitary and Phytosanitary Measures, in order to safeguard the legitimate rights and interests of consumers, China has decided to conditionally resume the import of aquatic products (including edible aquatic animals, hereinafter the same) from some regions of Japan. The specific matters are announced as follows:
1. From now on, the import of some aquatic products originating from Japan will be resumed, except for 10 prefectures including Fukushima Prefecture, Gunma Prefecture, Tochigi Prefecture, Ibaraki Prefecture, Miyagi Prefecture, Niigata Prefecture, Nagano Prefecture, Saitama Prefecture, Tokyo, and Chiba Prefecture.
2. Japanese aquatic product companies exporting to China shall comply with relevant regulations on the registration and management of overseas production enterprises of imported food in my country. Aquatic product production enterprises that have suspended imports shall re-apply for registration in China, and aquatic products produced from the date of registration can only be exported to China; for edible aquatic animals, their breeding and packaging enterprises shall also re-apply for registration in China, and can only carry out export trade to China from the date of completion of registration.
3. When declaring the import of Japanese aquatic products, the health certificate, radioactive material detection certificate and production area certificate issued by the Japanese government should be submitted.
4. The customs will strictly supervise the aquatic products exported from Japan to China. Once it is found that they do not comply with relevant laws and regulations and food safety standards of my country, or the Japanese side fails to effectively perform its official supervision responsibilities, control measures will be taken in a timely manner to effectively protect the health and safety of the Chinese people.
