Regarding the Inspection and Quarantine Requirements for Cowhide Sheepskin from Chile to China
According to relevant Chinese laws and regulations and the "Protocol on Quarantine and Sanitary Requirements for the Import of Chilean Cattle and Sheepskins to China between the Customs of the People's Republic of China and the Ministry of Agriculture of Chile", from now on, Chilean cattle and sheepskins that meet relevant requirements are allowed to be imported.
I. Inspection and Quarantine Basis
(I) "Law of the People's Republic of China on Biosafety";
(II) "Law of the People's Republic of China on Entry and Exit Animal and Plant Quarantine" and its Implementing Regulations;
(III) "Measures for the Supervision and Administration of Entry and Exit Non-Food Animal Products Inspection and Quarantine";
(IV) "Protocol on Quarantine and Sanitary Requirements for the Import of Chilean Cattle and Sheepskins to China between the Customs of the People's Republic of China and the Ministry of Agriculture of Chile".
II. Scope of Imported Products
The cattle and sheepskins in this announcement refer to raw cattle and sheepskins, including dried, salt-dried and salt-wet cattle and sheepskins.
III. Requirements for Production and Processing Enterprises
(i) The environment is clean and tidy, the facilities and equipment meet the requirements, the layout of the raw material storage, production and processing and finished product storage sites is reasonable, the site is flat and hardened, the wall does not accumulate water, and it is easy to clean and disinfect.
(ii) Satisfy the production, processing and storage requirements, and have effective measures to prevent insects and rodents.
(iii) Establish a complete traceability system including records of raw materials entering the factory, processing, storage and leaving the factory.
(iv) Have standardized production and processing operation process requirements or operation guidelines, and the production, processing and storage processes meet veterinary health requirements, and are not mixed with other animal products for processing and storage.
(v) Registered and approved by the Chilean Ministry of Agriculture (hereinafter referred to as the Chilean Ministry of Agriculture), and implemented daily supervision by the Chilean Ministry of Agriculture.
(vi) Recommended by the Chilean Ministry of Agriculture to the Chinese Customs and reviewed by the Chinese Customs, and qualified ones will be registered.
IV. Requirements for imported products
(i) Health requirements of the place of origin of products.
1. According to the relevant regulations of the World Organization for Animal Health (WOAH), Chile does not have foot-and-mouth disease, peste des petits ruminants, sheep pox and goat pox. If the above diseases occur in Chile, the Chilean Ministry of Agriculture should immediately stop exporting cattle and sheep skins to China and promptly inform the Chinese Customs of the relevant situation.
2. Within 6 months before the processing of cattle and sheepskins, there was no animal anthrax and bovine nodular dermatitis in the animal source farms, slaughterhouses and processing plants and within a radius of 50 kilometers around the above-mentioned places.
(II) Requirements for animal sources of products.
1. Healthy animals born and raised in Chile and under the animal disease control of the Chilean Ministry of Agriculture.
2. No movement restrictions due to foot-and-mouth disease, anthrax and other diseases that can be transmitted through cattle and sheepskins and endanger human and animal health.
3. Pre-slaughter inspection by official veterinarians or recognized veterinarians of the Chilean Ministry of Agriculture, with no clinical symptoms of animal infectious diseases.
(III) Requirements for animal slaughterhouses from which products are sourced.
1. Good environmental and sanitary conditions, facilities and equipment that meet the requirements of pre-slaughter and post-slaughter quarantine and cattle and sheepskin storage, and effective measures to prevent insects and rodents.
2. Standardized animal slaughter and cattle and sheepskin processing operation process requirements or operation guidelines, no slaughter on the same assembly line with other animals, and the slaughter process complies with the relevant animal welfare regulations of WOAH.
3. A complete traceability system has been established, including records of animal entry and slaughter, storage and exit of cattle and sheepskins.
4. Approved by the Chilean Ministry of Agriculture and subject to daily supervision by the Chilean Ministry of Agriculture.
(IV) Processing requirements.
1. Drying at 20°C or above for at least 42 days, or
2. Pickling with sea salt containing 2% sodium carbonate for at least 7 days, or
3. Wet or dry salt treatment for at least 14 days, or
4. Wet salt treatment with dry salt containing 2% sodium chloride and 2% boric acid for at least 10 days.
The processing technology should be listed in the veterinary health certificate.
V. Packaging requirements
Cattle and sheepskins exported to China should be packaged in a clean and tidy manner, and the packaging and containers should meet the following requirements:
(I) Cattle and sheepskins exported to China should not contain animal tissues, blood, feces, soil and other debris and harmful weeds and weed seeds.
(II) Containers should be disinfected with effective disinfectants under the supervision of the Chilean Ministry of Agriculture before use.
(III) The bottom of the container should be treated for seepage prevention, or plastic sheets and other materials should be laid for seepage prevention.
(IV) The cow and sheep skins should be stacked in the container, and effective measures should be taken to prevent leakage.
(V) The Chilean Ministry of Agriculture is responsible for or supervises the application of anti-counterfeiting seals or labels to the containers.
VI. Storage and transportation requirements
Effective measures should be taken to prevent cross contamination and maggot breeding during the processing, storage and transportation of cow and sheep skins.
The cow and sheep skins treated by salt wet method should be naturally dried for at least 7 days after treatment to avoid bloody sewage during transportation.
VII. Pre-export inspection and certificate requirements
The Chilean Ministry of Agriculture is responsible for the inspection and quarantine of cow and sheep skins exported from Chile to China, and issues veterinary health certificates to prove that they meet the requirements of the relevant protocols.
VIII. Entry inspection and quarantine requirements
(I) Certificate verification.
1. Verify whether it comes from a registered enterprise.
2. Verify whether the veterinary health certificate is authentic and valid.
(II) Cargo inspection.
According to relevant laws, administrative regulations, rules and regulations, and in combination with the requirements of this announcement, China Customs will implement inspection and quarantine on Chilean cattle and sheepskins imported into China. Those that pass the inspection and quarantine will be allowed to enter the country.
(III) Handling of unqualified situations.
For unqualified products, they will be returned, destroyed or otherwise handled in accordance with Chinese laws and regulations. For production enterprises that have serious problems or have repeatedly encountered unqualified problems, China Customs will take measures such as strengthening inspection and quarantine or suspending imports.
