Regarding the Inspection and Quarantine Requirements for Wool from Chile to China
According to relevant Chinese laws and regulations and the "Protocol on Quarantine and Sanitary Requirements for the Import of Raw Wool from Chile to China between China Customs and the Ministry of Agriculture of Chile", from now on, the import of raw wool from Chile that meets the following requirements is allowed.
I. Inspection and quarantine basis
(I) "Law of the People's Republic of China on Biosafety";
(II) "Law of the People's Republic of China on Entry and Exit Animal and Plant Quarantine" and its implementing regulations;
(III) "Regulations on the Supervision and Administration of Entry and Exit Non-food Animal Products Inspection and Quarantine";
(IV) "Protocol on Quarantine and Sanitary Requirements for the Import of Raw Wool from Chile to China between China Customs and the Ministry of Agriculture of Chile".
II. Scope of imported products
The raw wool in this announcement refers to unprocessed greasy wool produced in Chile.
III. Requirements for production and processing enterprises
(I) The environment is clean and tidy, the layout of raw material storage, production and processing and finished product storage is reasonable, the site is flat and hardened, the wall does not accumulate water, and it is easy to clean and disinfect.
(II) It has the necessary facilities and equipment for production, processing and storage, and has effective measures to prevent insects and rodents.
(III) A complete traceability system including records of raw materials entering the factory, processing, storage and leaving the factory has been established.
(IV) There are standardized production and processing operation process requirements or operation guidelines, and the production, processing and storage processes meet veterinary health requirements, and there is no mixed processing and storage with other animal products.
(V) Approved by the Chilean Ministry of Agriculture (hereinafter referred to as the Chilean Ministry of Agriculture) and subject to daily supervision by the Chilean Ministry of Agriculture.
(VI) Recommended by the Chilean Ministry of Agriculture to the Chinese Customs and reviewed by the Chinese Customs, and qualified products will be registered.
IV. Requirements for imported products
(I) Health requirements for product origin.
1. According to the relevant regulations of the World Organization for Animal Health (WOAH), Chile does not have foot-and-mouth disease, peste des petits ruminants, sheep pox and goat pox. If the above diseases occur in Chile, the Chilean Ministry of Agriculture should immediately stop exporting raw wool to China and promptly inform the Chinese Customs of the relevant situation.
2. When the animals are sheared, the farms where the animals come from are not restricted from moving due to anthrax or brucellosis.
(II) Requirements for animal sources of products.
1. Healthy animals born and raised in Chile and under the animal disease control of the Chilean Ministry of Agriculture.
2. No anthrax, brucellosis, or other diseases that can spread through raw wool and endanger animal health, resulting in movement restrictions.
(III) Production and processing requirements.
1. Before packing the raw wool, professionals who meet the relevant regulations of the Chilean Ministry of Agriculture shall select and grade it according to the standard process to avoid the raw wool from being mixed with animal tissues, blood, feces, soil and other debris and harmful weeds and weed seeds.
2. The packing site is clean and free of foreign fiber contamination.
V. Packaging and labeling requirements
(I) The packaging is new or disinfected, with good appearance, and good performance of the wrapping cloth and rope.
(II) The packaging has clear Chinese and English markings, and the content should at least include: country of origin, product name, production batch number, enterprise registration number, package number, and transportation mark.
VI. Storage and transportation requirements
(I) The packaging containers and containers of raw wool should be clean and tidy.
(II) The container was disinfected with effective disinfectant under the supervision of the Chilean Ministry of Agriculture before use.
(III) The Chilean Ministry of Agriculture has applied tamper-proof seals to the containers carrying raw wool.
(IV) Necessary measures to prevent pollution were taken during the processing, storage and transportation of raw wool.
(V) If raw wool is transported in transit through a third country or region, the container cannot be opened during the transit period and the seal should be kept intact.
VII. Pre-export inspection and certificate requirements
The Chilean Ministry of Agriculture is responsible for the inspection and quarantine of raw wool exported from Chile to China and issues a veterinary health certificate to prove that it meets the requirements of the Protocol.
VIII. Entry inspection and quarantine requirements
(I) Certificate verification.
1. Verify whether it comes from a registered enterprise.
2. Verify whether the veterinary health certificate is authentic and valid.
(II) Cargo inspection.
In accordance with relevant laws, administrative regulations, rules and other provisions, and in combination with the requirements of this announcement, China Customs will conduct inspection and quarantine on raw wool exported from Chile to China. If the inspection and quarantine is qualified, it will be allowed to enter the country.
(III) Handling of non-conforming products.
For non-conforming products, they will be returned, destroyed or otherwise handled in accordance with Chinese laws and regulations. For manufacturers with serious problems or repeated non-conforming problems, China Customs will take measures such as strengthening inspection and quarantine or suspending imports.
