Regarding the Inspection and Quarantine Requirements for the Honey of Belarus

According to the relevant laws and regulations of China and the inspection, quarantine and veterinary health requirements of the General Administration of Customs of the People's Republic of China and the Ministry of Agriculture and Food of the Republic of Belarus on honey exported to China, from now on, Belarusian honey that meets the relevant requirements is allowed to be imported.

 

I. Basis for inspection and quarantine

 

(1) Laws and regulations.

 

The Food Safety Law of the People's Republic of China and its implementing Regulations, the Import and Export Animal and Plant Quarantine Law of the People's Republic of China and its implementing Regulations, the Import and Export Commodity Inspection Law of the People's Republic of China and its implementing Regulations, the Special Provisions of The State Council on Strengthening the Supervision and Administration of Food and other Product Safety, And the People's Republic of China Import and Export Food safety Administration Measures, the People's Republic of China Imported food overseas production enterprises Registration Administration Provisions.

 

(2) Bilateral Protocols.

 

Protocol on Inspection, Quarantine and Veterinary Hygiene Requirements of the General Administration of Customs of the People's Republic of China and the Ministry of Agriculture and Food of the Republic of Belarus on Honey exported to China (hereinafter referred to as the Protocol).

 

2. Products that are allowed to be imported

 

Belarusian honey, which is allowed to be imported, is a natural sweet substance made by bees after they collect nectar, secretions or honeydew from plants and mix it with their own secretions.

 

3. Requirements of production enterprises

 

The processing enterprises of honey exported to China shall be registered with the General Administration of Customs of the People's Republic of China (hereinafter referred to as China). The Ministry of Agriculture and Food of the Republic of Belarus (hereinafter referred to as Belarus) shall review the honey processing enterprises to be exported to China and recommend them to China if they are found to be in compliance with Chinese laws, regulations, standards and the requirements of the Protocol. Unregistered honey processing enterprises are not allowed to export honey to China.

 

4. Inspection and quarantine requirements

 

(1) Bees providing raw materials for honey exported to China must meet the following conditions:

 

1. From an apiary located in the territory of the State of Belarus, which shall be registered by the competent authorities and subject to effective supervision.

 

2. Nectar, secretions or honeydew collected by bees from plants should be safe and non-toxic, and should not come from toxic nectar plants or genetically modified plants.

 

(2) The Belarus suppliers confirms that it is free of hive beetle disease (honeycomb beetle) and bee bright heat aelaeladosis.

 

(3) Within a radius of 5 kilometers around the apiary, there is no American bee larvae rot and European bee larvae rot disease within 12 months before the product is exported to China.

 

(4) Quarantine requirements for varrosis of bees: the honey is sourced from the apiary and its surrounding apiary within a radius of 5 kilometers, and there is no varroa infestation within 12 months before the product is exported to China; Or have used a filter with an aperture not exceeding 0.42mm; Or heating to a central temperature of 50 ° C for at least 20 minutes or freezing to a central temperature of no higher than minus 12 ° C for at least 24 hours to ensure the killing of bee varroiasis and its eggs, and take necessary measures to effectively remove mite residues and eggs.

 

5. Production, storage and transportation requirements

 

(1) The apiaries that provide raw materials for the production of honey exported to China have never used veterinary drugs banned in China and Belarus.

 

(2) Honey exported to China comes from processing enterprises that have established traceability systems to ensure that honey exported to China can be traced back to its apiary.

 

(3) The residues of veterinary drugs, pesticides, microorganisms, heavy metals and other environmental pollutants in honey imported into China shall not exceed the maximum limits of China and Belarus.

 

(4) During the epidemic of major public health epidemics (PHEIC), enterprises shall carry out epidemic prevention and control in accordance with relevant international standards, formulate necessary honey safety prevention and control measures, and ensure that honey is effective in the whole process of raw material reception, processing, packaging, storage, transportation and other prevention and control measures, and is not cross-contaminated.

 

(5) Honey products imported into China are hygienic, safe and suitable for human consumption.

 

(6) The whole process of processing, storage and transportation of honey exported to China shall comply with the relevant health requirements of China and Belarus to prevent pollution by toxic and harmful substances. Honey imported into China shall not be processed or mixed with products that do not meet the requirements of the Protocol, products that are not registered processing enterprises, and other products of registered processing enterprises.

 

(7) The Belarus suppliers shall mark all stages from the apiary to processing, packaging and storage. There should be an independent finished product warehouse or special area for the storage of honey exported to China and clearly marked.

 

(8) After loading into the container, the goods shall be sealed under the supervision of Belarus official, and the seal number shall be indicated in the veterinary health certificate. Do not open and change the package during transportation.

 

6. Certificate requirements

 

Each container/batch of honey exported to China shall be accompanied by at least one original health certificate, which proves that the batch of products complies with the relevant veterinary and public health laws and regulations of China and Belarus and the relevant provisions of the Protocol.

 

The veterinary health certificate shall be written in Chinese, Russian and English, and the format and content of the veterinary health certificate shall be approved by both parties in advance.

 

Belarus shall provide the impression of the inspection and quarantine seal, the sample of the health certificate, the list of authorized visa personnel and the corresponding signature pattern, the description of the anti-counterfeiting mark and other materials to China for the record. If there are any changes or changes, Belarus shall notify China at least one month in advance.

 

7. Packaging and marking requirements

 

Honey imported into China must be packaged with food contact materials that meet China's national food safety standards.

 

The packaging shall be sealed, and shall be marked in Chinese with the product name, product specifications, origin (specific to the state/province/city), production enterprise registration number, production batch number, destination (destination should be marked as the People's Republic of China), production date (year/month/day), shelf life and other contents.

 

Pre-packaged honey imported into China should also meet the requirements of China's laws, regulations and standards on pre-packaged food labeling.
