Regarding the Inspection and Quarantine Requirements for Macadamia Nuts from Malawi to China

According to the regulations of the Chinese Customs and the Ministry of Agriculture of Malawi on the inspection, quarantine and sanitation requirements for the export of Malawi macadamia nuts to China, effective immediately, the import of Malawi macadamia nuts that meet the following requirements is allowed.

 

I. Inspection and quarantine basis

(I) "Food Safety Law of the People's Republic of China" and its implementing regulations;

(II) "Law of the People's Republic of China on Entry and Exit Animal and Plant Quarantine" and its implementing regulations;

(III) "Import and Export Commodity Inspection Law of the People's Republic of China" and its implementing regulations;

(IV) "Administrative Measures for Import and Export Food Safety of the People's Republic of China";

(V) "Protocol on Inspection, Quarantine and Sanitation Requirements for the Export of Malawi Macadamia Nuts to China between the General Administration of Customs of the People's Republic of China and the Ministry of Agriculture of the Republic of Malawi".

 

II. Products allowed to be imported

Malawian macadamia nuts allowed to be imported refer to macadamia nuts (Macadamia ternifolia, Macadamia integrifolia and Macadamia tetraphylla) grown in Malawi as raw materials, which are dried, selected and processed in Malawi and are in shell or shelled for human consumption.

 

III. Food safety requirements

Malawi macadamia nuts exported to China should comply with China's food safety and plant quarantine laws and regulations, national food safety standards and the provisions of the Protocol.

 

IV. Plant quarantine requirements

(i) Malawi macadamia nuts exported to China must not contain the following quarantine pests of concern to the Chinese Customs: Cryptophlebia leucotreta, Thaumatotibia batrachopa;

(ii) Malawi macadamia nuts exported to China must not contain live insects, eggs, soil, and must not be mixed with weed seeds, plant residues, metal foreign matter, gravel and other impurities;

(iii) Malawi macadamia nuts exported to China should be fumigated before export to ensure that there are no live insects in the nuts, especially storage pests.

 

V. Requirements for manufacturers

Malawi macadamia nut manufacturers exported to China should ensure that their products comply with China's food safety and plant quarantine laws and regulations and China's food safety national standards. The production, processing and storage units of Malawi macadamia nuts exported to China should be recommended by the Ministry of Agriculture of Malawi and registered with the Chinese Customs.

 

VI. Processing requirements

The raw materials of macadamia nuts exported from Malawi to China should come from macadamia nut planting and production enterprises that have been confirmed by the Ministry of Agriculture of Malawi to meet the relevant plant quarantine and food safety requirements. The planting, production, processing, storage, transportation, and export of raw materials of macadamia nuts exported from Malawi to China should comply with the relevant food safety and plant health requirements of China and the Republic of Malawi, and should not be contaminated by pathogenic microorganisms or toxic and harmful substances.

 

VII. Packaging and labeling requirements

Malawi macadamia nuts exported to China should be packaged with new, clean, sanitary, and breathable materials that meet the requirements of food safety and plant quarantine, and prevent leakage during transportation. Each package should be marked with "本产品输往中华人民共和国" or "Exported to the People's Republic of China" in Chinese or English, as well as the name of the macadamia nut, place of origin, name of the production and processing enterprise, its registration number in China, name and address of the exporter, and other traceable information in Chinese or English. The above information can be affixed to the package in the form of a label.

 

VIII. Transportation requirements

Before shipping macadamia nuts exported from Malawi to China, the Ministry of Agriculture of Malawi should inspect the means of transportation. The means of transport shall meet the sanitary requirements and shall not carry quarantine pests or other regulated quarantine items, such as weed seeds, live insects, plant residues, soil and other impurities.

 

IX. Certificate requirements

After official inspection and quarantine, the Ministry of Agriculture of Malawi shall issue a phytosanitary certificate for macadamia nuts approved for export to China. The additional declaration column of the certificate shall indicate the name of the macadamia nut production and processing enterprise, its registration number in China and "the macadamia nuts certified by this phytosanitary certificate comply with the provisions of the Protocol on Inspection, Quarantine and Sanitary Requirements for the Export of Malawi Macadamia Nuts to China signed by China and Malaysia in Changsha on June 12, 2025. This batch of goods does not carry quarantine pests of concern to the Chinese Customs, such as Cryptophlebia leucotreta and Thaumatotibia batrachopa." The quarantine treatment method (such as the name of the fumigant, the dosage used, the treatment temperature and duration, etc.) shall be indicated in the phytosanitary certificate.

 

X. Other requirements

Malawi macadamia nuts exported to China should come from enterprises registered with the Chinese Customs. The list of registered Malawi macadamia nut companies exporting to China can be found on the Chinese Customs website.
